Overview
During the Spring Equinox 386YE Summit, the Imperial Synod raised 210 judgements.
Statement of Principle
Judgement 4
- Assembly: Highborn
- Raised By: Doctor Lysimachus
- Judgement: While we Highborn are righteously committed to ensuring the Cold Sun is extinguished, we must not forget the other threats we still face and fight. While we focus on the Cold Sun on our doors and must prepare for Grendel on our shores, the Vallorn remains the greatest spiritual threat to the Empire and is no dormant threat. We formed the Grey Pilgrims to aid Navarr to end this threat, not just keep it at bay for another 1,000 years for others to deal with. In accordance with Sian Eternals statement to Navarr, once the Cold Sun have been snuffed out, even as we keep an eye upon the Grendel, we return to ensuring the Vallorn are eventually given a right permanent kicking in! When the time comes for just to act, whether sooner or later, we will Act with certainty.

Judgement 7

- Raised By: Vivaine Knotes
- Judgement: The Dawnish gave the Empire the Test of Arms, a minimum acceptable standard all combatent citizens shall be trained to by the Empire at no cost to themselves. But since when have we Dawnish settled for the minimum? Should we not strive for our acceptable standard to be higher than other nations? We would ask the nation of weavers and knights, what measures can we collectively take to ensure our minimum training surpasses that of the Imperial Test of Arms. Can the wisdom of our mentors, the magic of our witches or the establishments we build raise our bar higher for all of those Dawnish who fight for the Empire... In time, the other nations may follow. Let them, and we will raise the bar again. For too long has the Empire complacently accepted the same standard.

- Judgement: It is better by far to try and to fail than to fail to try. Day mages of the Empire, what is your Ambition? Despite being found guilty of treason, and attracting the attention of Cold Sun to the Empire through a series of unwise decisions, Skywise Gralka remains Arch Mage of Day unchallenged. The Synod calls upon the Conclave and its Grand Masters to uplift and encourage those with Courage, Ambition, and Pride to challenge for the position of Arch Mage of Day.

- Judgement: Together we forge an unbreakable chain stretching across our Empire. Each pilgrim is a thread in the net, a single link connected to many, strengthening and supporting one another, building up our fellows. Your Loyalty is not a precious gem to be hoarded away but a Bright Burning Brand to drive away the darkness of isolation. It is only through building towards the loyalties where all can hear, seek out those who share your feelings, and reach out across any boundary, be it regional, territorial, or even national. With Virtue we can build WONDERS and work MIRACLES. With Loyalty we will inspire the Empire to be the Storm of Change our Emperor commands and build the future that every citizen deserves.

Judgement 10
- Assembly: General
- Raised By: Creighton Blackewater
- Judgement: It will soon be two years since the liberation of Rachensgrab, and yet even with three successful statements of principle there has been no mandate or any indication that the former slaves have had their stolen prosperity returned to them. Let us prove that, we the Synod, stand by our virtue and call upon the Empire to raise a fund to be distributed to all former slaves of Rachensgrab living in the Empire. Propserity Provides.

- Notes: References the events following the assault on the aerie of the slave lords of Rachensgrab in Winter 384YE, and the judgements of Winter 384YE judgement 165 Autumn 385 judgement 75, and WInter Solstice 385 judgement 162. The majority of the slaves freed in the fall of Rachensgrab were taken in by the Commonwealth, with only a few choosing to make the journey to the Empire. There is no Imperial contact with the nations of the northern Sea of Steel where Rachensgrab once lay but recent developments have provided an opportunity for Imperial fleets and military units to visit the area around Rachensgrab, as detailed in the Say her name wind of fortune.

- Judgement: Wisdom calls for listening to expertise; applying what one knows, and finding practical solutions. The Sevenfold Path are the second-oldest Conclave Order; for centuries they have been responsible for ensuring the powers of Conclave are deployed in line with the Way of Virtue. They have held Conclave to account time and time again, and uplifted souls in Virtue over and over. The Synod should support the work of the Sevenfolk Path by encouraging Virtuous magicians to join the Order, seeking their expertise in the Virtuous application of magical might, and bequeathing them liao and other materials that will support their manifesto. The Sevenfold Path serves as a bridge between Synod and Conclave - we encourage Synod to make use of that bridge.

Judgement 14

- Judgement: When Dogri Thulebane refused to give up Skarsind we responded with the Iron Helms. When some of the people of Bregasland sided with Mathilda Fisher and her Jotun Masters we responded with the Magistrates. Why then when certain Urizeni in Spiral cede from the Empire in open rebellion do we respond with the olive branch and concessions. Yes since the fall of Britta the title of Warmage has been held mainly by Urizeni but I remind you that the first Warmage was a Warwitch named Jayne de Severnford it has never been a national position! I call on all nations to look to your Loyalty to those amongst you who may covet the title of Warmage and stand against this attack on their ambition if this title were made a national position under the rebels coercion. NO TO WARMAGE BEING A NATIONAL TITLE!

Judgement 16

- Judgement: Our conflict with Asavea is not merely political, it is a moral and spiritual conflict as well. Moral, because the Empire stands against slavery, whereas Asavean society stands upon the backs of slaves. Spiritual, because their desperate dependency on imaginary deities holds back from achieving their highest potential through experiencing the virtues. Their priesthood is corrupt, thinking only of preserving their own power, and not of the good of their people. The Synod should do all it can to aid followers of the Way in Asavea, so that its people may be free to live in Virtue.

Judgement 21

- Raised By: Rinnah of the Shattered Tower
- Judgement: A year ago, Kirenna called for every Freeborn citizen to contribute whatever they could to support the raising of the Holy City at Bastion. Unasked, the Freeborn came and named their price. Highguard paid. Since, the Freeborn have faced an unprecedented storm of adversity, but have never wavered in their commitment. To live Virtue is to embrace it, and the virtue of every Freeborn citizen who contributed will echo through history for a thousand years. The Highborn recognise the Prosperity displayed in their labour, sweat and toil and invite the Freeborn to send a delegation of Sutannir to teach in Bastion upon its completion. They have earned their place alongside Highguard and should be welcomed to spread their perspective on the Way to pilgrims. Only though these bonds of kinship can the Grand Inspiration enable the Way to reach every soul in existence.

Judgement 22

- Raised By: Dagon of the Shattered Tower
- Judgement: A year ago, Friar John of the Mourn called for every citizen of the Marches to contribute whatever they could to support the raising of the Holy City at Bastion. The Marchers did so unasked, in recognition of the bonds that bind our Nations, our Empire and our Faith. Pride in small things, loyalty to great ones, the virtue of every Marcher citizen who contributed will truly echo through history for a thousand years. The Highborn recognise the Loyalty displayed in this unity of words and deed and invites the Marches to send a delegation of Monks and Friars to teach in Bastion upon its completion. They have earned their place alongside Highguard and should be welcomed to spread their perspective on the Way to pilgrims. Only through these bonds of kinship can the Grand Inspiration of the Way reach every soul in existence.

- Judgement: "It is the Empire's destiny to unite the world under the Way" - Emperor Vesna, 385YE. Many Asaveans yearn to embrace the Way. The Fire of Virtue smoulders on the archipelago. It is our duty to nurture this flame. It is our duty to show Asavea that the power of virtue exalts all. It is our duty to show the Asaveans that they have the courage and ambition to throw off the yoke of their masters, to reject the folly of their false gods, to remove the boot placed upon their neck and break the shackles of slavery that holds them from their highest destiny. Virtue lies in choice and action. There will be conflict, there will be blood. Consequences are the price of Ambition. We are willing to pay the cost.

Judgement 31

- Judgement: To convert nonbelievers to the Way requires both words and deeds. It is not enough to say we wish to unite the world under the Way. We must also take courageous actions to do so. Let the Troubadours of Dawn study well how the Free Folk have been brought into the Empire, and into the Way. Dawn has led this charge. We listened to their questions. We defended them in the Synod. At the House of the Proffered Hand, in Astolat, the liberated now receive guidance in our faith. There are lessons here to learn. Let us learn them, and seek opportunities to put them into practice. Let us have the Courage to walk the long path of conversion - within our borders and beyond them.

Judgement 34

- Raised By: Lord Severin de Rondell
- Judgement: Doctrine says that our spirits and our souls have a voice in the future. This our Empire is our voice, magnified by thousands. It is our responsibility in virtue to strengthen that voice, and not to weaken it. I do not command loyalty to the Empire but I say this, our ambition is too great for any one person to carry alone, our pride is in our fellows, our friends, and, yes, our foes, to work for the highest potential of the Empire is a virtuous thing. We are one Empire and we will strive together towards our shared future. We strive to act as the Exemplars and Paragons do to guide and teach benevolence that the actions marked by great virtue are those that benefit our Empire. For this benefits not just us, not just now but also our children and our future selves. We expect the greatest in virtue to have acted with benevolence and to bring the unvirtuous into the faith (salvation) as well as inspiring others to grow and build on their faith (inspiration). We believe that the way is a betterment for all thinking souls and that we as an Empire have a primary drive and responsibility to spread the way for that to occur the Empire must survive and grow to be made stronger as a vehicle of the Way, in this I ask the Empire to accept this charge. To best serve virtue our actions should benefit the Empire; through benevolence to inspire and bring salvation. All citizens should work to benefit the Empire through their virtuous acts over petty self serving or damaging choices. It is the responsibility of priests to guide those at Anvil in how best to do this and hold the Empire to virtue so that lands that have been lost may be regained and the Empire shall bring the way to the unvirtuous.

- Judgement: To those who wield arms - test your might and claim your glory against the Deadwood Knight with courage in your hearts. Slay the wretched fiend within our borders! To those who wield words - sing the names of those who confront this challenge, spread their stories, exalt them with the utmost pride. Great deeds are eternal!

- Judgement: Difference in faith should always be grounds for discussion, not alienation. The fire in our Emperor's inaugural address drives unity in our faith and in our culture. This passion has already placed the fear of Virtue into the hearts of multiple citizens of Axou and they have fled our lands. We do not wish to lose the richness of foreign culture and trade. We wish to be inviting to all scholars, traders, and thinkers of other nations, so that all may be enriched. We call on all citizens of the Empire to show Courage in meeting conflicting faiths, and to show Wisdom in the learning from others.

- Judgement: Never leave a river unbridged when you can build one out of rope. Never leave a rope bridge when you can build one out of wood. Never leave a wooden bridge when you can build one out of stone. We thank the Urizeni sword scholars who brought their teachings to our nation and did the heavy lifting on the first rickety bridge between our Nations. We invite the House of The Wanderer and the priests of Urizen to return again and this time friars of the Marches follow me to Urizen. Where we have disagreed in magic we will unite in faith two schools of virtue together in one cause; to share how our same religion manifests in the people of our different Nations. - Judgement: It is a foreboding thought to face an enemy that feels no fear or apprehension, is stranger to both exult and lament, and knows neither bargain nor restraint. The Cold Sun is an enemy that is alien to us but it is also one that is barren to virtue and rejects inspiration. For that reason we possess a wellspring of power that is unknowable to the Cold Sun and we are stronger for it. Gird yourself with faith, remind yourself of what you seek to protect and draw inspiration from it. Create, and live in defiance of oblivion.

Judgement 45

- Judgement: Wisdom knows that all knowledge is incomplete. We stormcrows have seen the Wisdom inspired by the sword scholars with the Holberg College of the Sword, and the way they have strengthened the Empire. We invite the sword scholars in hospitality to preach at the newly rebuilt Hall of Rund. Let's see how they can sharpen our wits and our talons.

Judgement 46
- Assembly: Urizen
- Raised By: Lochias
- Judgement: We are saddened that the Bone Pilgrimage do not extend into Urizen. However it is not our custom to preserve physical remains of the fallen we preserve their words. As the Imperial Orcs strive to build a great library in Skarsind, we call upon the scholars of Urizen to open our own libraries to the Sunstorm sept so that the library of Worth may contain the writings of their ancestors who dwelt among the spires.

- Notes: Relates to the Bone Pilgrimage, which encourages priests to support Imperial Orcs seeking out remains of former slaves and bringing them to the grand ossuary in Skarsind. This support is not extended by the majority of the Urizen priests, because the mandate enacting it in the General assembly did not receive a greater majority and so was rejected. Urizen funerary traditions were not extended to the orc slaves they held prior to the Orc Rebellion. As with the vast majority of orc slaves in the Empire, Urizen slaves were not permitted to read or write. There are very few records of anything significant that the orc slaves held in Urizen would have said or done.

- Judgement: The Highborn National Assembly would like to thank the Free Folk for their generous offer of liao. We ask that it be directed towards the title of "Abbess of Reconciliation".

- Raised By: Vauraus "Prosperity's Forge" Korpittkoika
- Judgement: Do not fear to act only be shamed by inaction. Shacklebreaker Thanmir Hrafnar, the white Raven, has tirelessly committed themselves to serving the Empire. They were responsible for the greatest act of Prosperity the Empire has ever seen, the gifting of Skarsind to the Imperial Orc septs. Though controversial they did not falter in the wake of that heroic deed. They saw a wrong in the world that needed to be righted. Without their vision there would be no Liberty Pact. Their courage and ambition has forged the path that the Empire has now set upon. A politician that believes in the power of bringing people together rather than driving them apart. Wintermark is proud to add their tale to the Chronicle of Heroes.

- Judgement: The Vates of Navarr take an Oath to deal with eternals and magic for the benefit of the community and as such they do not need our permission to act, be it in Conclave or in the performance of their duties. We will however hold them to their Oaths should they fail in fulfilling them.

- Judgement: We invite the Imperial Orcs to Necropolis to open the tomb of Emperor Ahraz, with the goal of allowing them to perform a ritual to reconnect with the lost ancestors among his bodyguard who were buried with him. May this act build a bond of Loyalty between our nations.

- Notes: Refers to the Honour Guard of Ahraz, ten Imperial Orcs who lie in the tomb of Emperor Ahraz as his honour guard.
Judgement 55

- Raised By: The Nobel Alys de Renard
- Judgement: For far too long the towers of Dawn have been left to lie fallow following their destruction by the Druj. No longer. In the name of glory and our great nation we must begin accepting proposals for projects to memorialize their loss. CDGV.
- Outcome: Upheld (284-0): the Greater Majority for this judgement was 286.
- Notes: The Towers of Dawn were ruined by the Druj during their conquest of the Barrens. A proposal to rebuild the towers was presented in Summer 385YE, but there was also the potential to "ask for proposals from the glorious architects of Dawn, to create something beautiful yet sombre to stand in place of the Towers."

- Judgement: The Prosperous are not selfish; all that is worthwhile is shared with those who deserve it. Fjellreven Hall pledges that the will provide liao such that any Winterfolk inspired by the deeds of Shacklebreaker Eska Crowspeaker, called Liberty's Song, to provide prosperity to Rachensgrab may receive a testimony as proof of their virtue. A hero has a name.

Judgement 61

- Judgement: Virtue fund fines. Using fines to fund the virtue fund shows that Synod is rewarded and funded by unvirtuous acts, a message that risks threatening the confidence in Assemblies and the importance of The Way. Prosperity teaches to build, not take. The Virtue assemblies should instead look to fund and build the many Counting Houses across the Empire - to be reminders of Virtue and to inspire the citizens to give willingly to the Virtue fund - rather than take money from Senate that fund our armies and our infrastructure.

Judgement 62

- Raised By: Corrado Filiarchi de Regario
- Judgement: Souls have a guardian a guide to take them to the Labyrinth, At the Winter Solstice 385YE the Reaper drew two lost souls to Anvil, one of the Marchers of old and one of the Navarr. I, and many others, beheld their arrival, their talk of the past, and their deaths and their fading from before our eyes as the Reaper himself guided them to the Labyrinth. I call that we must recognise the Reaper's role here, his ability to guide these souls to people who could heal them, and his assistance in letting them pass on. The Reaper is no simple piece of Leaguish Hearth magic, rather he has a place alongside the Way, and we must witness this.

Judgement 64

- Raised By: Father Edmund
- Judgement: Our land is our Pride. It is our Loyalty, our Prosperity, our virtue. The names given to our landmarks should reflect the virtuous heroes of our great nation, and our maps should not be stained by the names of the wicked and treacherous. Cast off the name Fisher's Rock, and let that landmark be known henceforth as "Amberlain's Stand".

- Judgement: The Prosperous are not selfish; all that is worthwhile is shared with those who deserve it - the Freeborn both need our aid and are deserving of it. No food should be uneaten, no magic unused or coin unspent. Their armies are in decline, their lands blighted, and people suffer. Let us show the world that Prosperity provides, remembering the lessons of our exemplar, Zemress, we call for the Freeborn to be defended and fortified.

- Judgement: As we did in Sumaah, as we now begin in Asavea, the whole of creation will one day be united in the Way. Ambitious of the Empire, we should lead the charge in this matter. Seek out all who could aid in this abroad, whether they be hidden sects or souls waiting for the first spark to ignite.

- Judgement: The Grendel and the Druj raid our territories, stealing our Prosperity and ruining our lands. We call on the teachings of Zemress, and encourage our corsairs, wagon raiders, reavers, and all truly prosperous individuals to strike hard, take back what is ours so that we may grow the Empire's prosperity and make ourselves safe.

- Judgement: The Virtue Fund exists to reward virtue, not speed, just because a statement finishes scrutiny earlier doesn't mean it has higher priority than one finishing later. All Judgements of Rewarding should therefore be distributed at the same time on a basis of margin only, not at the time of the priest's choosing, let us let virtue alone decide.

- Judgement: The scions of Oblivion seek to destroy that which we celebrate, our culture, our art, our expression. The Empty Hand left in their wake at Miaren trees devoid of life, calcified, petrified, and dead. This was meant to wound us, but it is an opportunity! Artists of Navarr, embrace our tradition of living art. Carve into these trees our Dance, paint upon their surface our story, decorate upon them with your passing all that our people are! Their attempts to harm us will become the very canvas upon which me mark their failure! In ink and blood!

- Judgement: Architects of the Crucible! The Urizen National Asembly thanks you for your Ambition and Prosperity in supporting the transformation of Zenith. It is time for us to refocus our efforts however. With dangerous times ahead, we ask you to turn your attention away from producing light armour and towards producing heavy armour to better protect those who follow the Sentinel's path.

Let us create an army whose principles are to create outcomes with the most Glory for Dawn and the Empire and rise up those with whom it fights. We have passed in the last two years multiple statements regarding the Black Knight and this is in accord with them all and in particular that they are not solely restrained to the tourney. Black Knights have fought through the Sentinel Gate, aided the Militia, freed slaves, and represented Dawn to other nations. It would be inspirational thing to see what glory the purest expression of Dawnish spirit could achieve as an army.

The doctrine of Enlightenment recognises that all sentient beings are capable of inspiration, yet the Empire's history is made in the blood and soiled Earth of thousands of brutalized people who we have put under the indignation of torture, cruelty, and genocide. Through inexperience and a desire to be thorough, Cassia collected a great deal of evidence, but put to much credence on hearsay and opinion, allowing herself to be swayed by arguments with little weight or significance. This lead to an unwarranted castigation of the then Master of the Koboldi, and ultimately Sagua losing their position. This would have been an abuse of priestly powers was I not convinced that Cassia's intentions were virtuous, even if the execution was lacking. As penance, Cassia should not undertake any further inquisitions without further consulting a Virtue Inquisitor

While he may not lack for other Virtues, I find in him a tendency to rely on assumption and hearsay, rather than proactively seeking relevant and factual information. Had he made the effort to seek out information and not assumed he likely would not have, for example, convinced the Senate through his testimony that declaring the Vendarri barbarians would not be the same as declaring war on them - which it categorically is. This inquisition is not for hindsight. In the moment, he acted on the information he had and I find him un-Wise but not un-Virtuous. Penance: May he carry the Hallowing of the Stormcrow. May he learn from others and seek knowledge to better serve the Empire. In a year, may he return to my hearth and be tested on what he has learned.

- Judgement: (Vindication) In Winter 384, Khalama i Radh i Guerra and the Sails of the First Flame cast Hallow of the Green World. Prosperity was not at the heart of this ritual, but nor did it have to be. Ambition is a Virtue, and more importantly Ambition was their Virtue. The Inquisitor cannot find fault in the Virtue of their action, and wishes to commend them for the Prosperity shown in their reaction: performing Blessing of New Spring at cost for those taking advantage of the ritual's opportunity. It is all too easy to claim sweet grapes but disown sour, during Inquisition Khalama exhibited the opposite behaviour. When pressed, he was quick to carry blame for the damage wrought, but hesitate to take credit for bounties brought. This does not warrant a Penance, merely an encouragement that if there is a next time, the Coven recognise the fruits of their labour. These rituals will grow both sweet and sour fruit, neither Coven nor Empire can forget that.

- Judgement: (Penance) Alexios said they first thought of raising the declaration after hearing of Sadogua's anger, expressing some influence on their will. They were also under the impression that the ritual had failed in Kallavesa. They believed Brat Umbral Path that Dripping Echoes of the Fen would never work again - since proved untrue. Alexios acknowledges now that claiming the Empire was undefended was poorly worded. They say their actions were motivated by loyalty to the Empire. Their declaration was carelessly worded, based on falsehoods, and showed a lack of ambition by not seeking other ways to defend the Empire. Yet they do acknowledge that no eternal can be trusted. And they have committed create an arcane projection to add to the Empire's defences. Their penance is to meet with Lutobor as a priest of ambition every summit for a year, to report on progress in defending the Empire with ambition.

- Judgement: (Vindication) Last summit Fintan Nighthaven manifested the four word testimony "True Icon of Peace". As Inquisitor of the Way I immediately called him to an "informal" inquisition that evening. The inquisition was conducted under the light of the shield Bawnwatch, and its allowing drove me to rout whatever corruption there might have been in Fintans spirit. I found none. He has acted with utmost vigilance, routing the risk of military threats from Axos while recovering a relic of the faith. He did so without shedding a single drop of blood, and in the process secured our Empire valuable information about non imperial auras. His testimony reflects this magnificent feat. Discounting its miraculous nature simply because its wording makes us squeamish would only denigrate his success.

- Judgement: We recognise Amika Acciai, sixth child of the House of Steel, as an Exemplar of Ambition. He reached out to Rafael Barossa d'Apulian, seeking help with his goal to "engulf Asavea in a firestorm of change". Pilgrimage:Amika travelled to the Temple of the Way in Nemoria and studied there under Sumaash and Imperial priests. Benevolence: Amika turned his family estate into a safe haven for followers of the Way fleeing persecution by the Plenum. Salvation: Amika freed his family's slaves and taught them the Way. These pilgrims infiltrated other estates and spread the Way to the slaves there. Amika led the attack on the Tarquinius family estate, killing the oppressors there and giving his life for the cause. Inspiration: Amika's death inspired his cousin Alberto, who led the attack on the city of Marlien that freed all the slaves there, and started the wave of unrest that is currently crashing across Asavea.

- Judgement: Dogri Thulebane is an Exemplar of Loyalty. The signs are clear. Inspiration: Dogri's words inspired more than 200 fighters to stand with him in defence of Crow's Keep and Skarsind. in 385YE Spring, Dogri's story was added to Wintermark's Chronicle of Heroism as a national inspiration. Benevolence: Dogri opened Crow's Keep to all Skarsind winterfolk who did not want to leave. When the battle of Crow's Keep was lost, he ordered his followers to escape with their lives rather than lead them to their death. Miracle: Upon his death, a spontaneous aura of Loyalty manifested on the amulet he was wearing with no intervention from practitioners of Liao ceremonies. Legacy: Crow's Ridge is the region where Crow's Keep is found. After Dogri's stand, Crow's Ridge was taken by the Thule but the scars of Thulebane remain. Crow's Ridge is Dogri's legacy and for that legacy we have been granted an opportunity in 385YE Sumer to create an inspirational tomb for him, in his final resting place; the Sovevann, Kallavesa with true liao
