385YE Autumn Equinox Senate sessions
Overview
The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.
After the summit the civil service enact those motions, and ensure a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarized including the wording; who proposed and seconded it; whether it passed or not; whether any funds were disbursed to support it; and what the outcome of the motion will be.
Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.

This house commissions Graciana I Lopez I Guerra to appraise the impact and opportunities to link the unconnected citizens of our Southern, Northern, and Eastern territories with new road networks – to join new and existing road network together – or to provide citizens with alternative means of conveyance that would afford them similar benefits. Create title of Benefactor of Regalia
- Motion: To create the title of Benefactor of Regalia who will have the power of announcement to the Senate once per session to amend a title to grant it regalia, to be appointed by the unanimous decision of the Highborn Senators. To have the responsibility to seek out titles which would benefit from regalia and aid citizen in this. Revoked as standard. Proposed: Necropolis, Seconded: Casinea.

- Constitution: The ability to make an announcement in the Imperial Senate is one of the most significant powers that a title can possess - it circumvents the need for a vote and hands significant power directly to the individual citizen appointed. Even a relatively minor legal change, such as the allocation of regalia to an Imperial position, represents an important and substantial act and one which has ramifications for other Imperial titles with similar powers. As such the court has ruled that the Benefactor of the Regalia can make one announcement once each summit, not one announcement each session. This announcement can only amend a single title, but the title can be granted any number of items of regalia in a single announcement. If the Imperial Senate feels that that is insufficient to deal with the need for regalia to be properly dealt with, then the Court advise that the best way to deal with that would be to create additional new Imperial titles with the same power.
Create title of The Citizens' Voice
- Motion: To create the Imperial Title of “The Citizens' Voice”. Auctioned each summit for coin through the Imperial Bourse. This title shall be able to propose a single senate motion, for that summit only. On the advice of the Constitutional Court this Senate Motion would not need seconding. The Citizens' Voice would also not have the power of seconding either. Proposed: Madruga, Seconded: Tassato.

Create titles of National Strategos
- Motion: To create in each nation the Imperial Title of Strategos. Appointed annually by unanimous decision of that nation's generals. If a decision cannot be reached it may be raised to be appointed by a vote of Military Council. Revoked by National Assembly, General Assembly, or Assembly of the Nine. Responsibilities will include: to protect the legal rights of citizens nominated by the Civil Service to organise conjunctions through the Sentinel Gate; to work within their nations, and nominated citizens, and each other to maximise the odds of the Empire's success beyond the Sentinel Gate; to provide tactical, logistical, and personnel support to nominated citizens; to coordinate and provide material support in the form of herbs, mana, potions, equipment, or specialist items; to serve as a point of contact for the fighters of their nation intending to take the battlefield. Create Writ of Consecration
- Motion: To create a Judgement of Writ of Consecration, by which the Imperial Synod may authorise the use of Imperial (true) liao to consecrate an inspirational memorial or tomb to a Paragon, exemplar, or other inspirational figure. A Writ of Consecration shall require approval by a greater majority of the relevant Virtue assembly, whereupon the Tribune of the Synod will raise the same judgement for approval by the lesser majority of the General Assembly. The use of Imperial liao to consecrate a tomb or other memorial to an individual, conducted without this approval, will constitute a grave breach of Imperial law.
