Overview
The Gloaming Merchant is an Imperial title created by Zorya Swietoslawa Przewalski as the Bearer of the second Imperial Wayleave during the Winter Solstice 385YE. The Gloaming Forum was originally suggested by the Rising Tide - a would-be sodality focused on Prosperity and assisting the Basilisk of the Bourse - after they were directed to the Canterspire Circle at the direction of Heilyn Bronwen's Rest. Following their visit to the region they presented an opportunity to formalise trade with the spires of the area to allow the purchase of precious weirwood for iridescent gloaming.
Responsibilities
The Gloaming Merchant has a responsibility to use the weirwood they purchase to improve the Prosperity of Morrow. In addition, if the Gloaming Forum or the spires that deal with it were to be threatened in any way, it would be the responsibility of the Gloaming Merchant to deal with those threats.

Ministry
As a ministry, the title of Gloaming Merchant allows the holder to purchase quantities of weirwood at a set price. The Gloaming Merchant makes their choice during downtime from their character page. Iridescent gloaming is removed from, and wains of weirwood are placed into, the character's inventory when the downtime is processed.
Appointment
This title is appointed during the Winter Solstice each year. The Gloaming Merchant is appointed by citizens of Urizen who control mana sites personal resources through Tally of the Votes. The larger the holder an individual has, the more votes they can allocate in support of a candidate. The voting is handled by the civil servants in the Bourse.
Only an Urizen citizen may hold the title. They do not receive a seat on the Bourse. As a title appointed through the Bourse they cannot be revoked by the Imperial Synod.

The Title in Play
The role does not provide additional information about events in the Empire, nor allow the player holding it to request special reports or downtime actions. These details are assumed to be below the abstraction layer. The title holder is encouraged to create their own stories about their activities within reasonable limits and to get involved in events appropriate to their title during the game, but they do not have any powers beyond those explicitly listed in the section on powers.
These details exist partly to provide context and character to the role - and partly to allow our writers to use the title as a plot hook. Plot that involves the position will be rare - but all the campaign positions in Empire have these details to create the potential for it to happen.
