News spreads through word of mouth as fast as it does through broadsheets and posters, and is sometimes more reliable. Or at least, unreliable in more amusing ways...

Overview

Over the past three months, events have taken place which are of significance to the Empire and may require a response from her champions. These are the winds of fortune, counterparts to the Winds of War which detail the Empire's military campaigns. They lay out situations, and usually include things that characters can do to take advantage of opportunities or to resolve problems. In almost every case, they start with a piece of flavour text. This fiction helps introduce the wind of fortune, or draws out a particular theme or element. Often, it represents a viewpoint that one or more NPCs might have in-character. In all cases, these pieces are intended to help create an atmosphere and provide a little entertainment. Where they contain opinions, those are the opinions of the fictional people depicted - and where they contain information or rumours the assumption is that the reader will create their own context for that information or gossip if they want to use it in character.

The body of the wind of fortune describes situations and lays out ways players can engage with them. Except where we explicitly talk about something being "rumoured" or use a phrase like "some might say..." the details of a wind of fortune are factual. They represent briefing material presented by the civil service or similar authoritative sources and represents something the average educated citizen would acknowledge as a reliable truth. Unless we specify otherwise, we're also being as thorough as possible. This information doesn't need further checking in-character. It's not opinion, and we're not trying to trick you.

As always, how much or how little of this information you choose to know in character is up to you. Part of the purpose of Winds of Fortune is to maintain the illusion of the Empire as a living, breathing place where things happen - and to make players aware of things their characters could know based on what their roleplaying says they have been doing for the past three months. It's perfectly acceptable to turn up to Empire having read only a few Winds of Fortune that directly interest your character; part of the fun on the field can come from learning about situations and opportunities in other parts of the game.

In each case, we've tried to tag the Winds of Fortune entry with the nations, or political bodies, to which it is most relevant. We've done this to help people who are interested only in events that are especially relevant to them. In no way are these tags intended to be exhaustive; the Empire is a complex place and very little happens in isolation.

Winds of Fortune

Signal Fire

  • Imperial citizens

In previous seasons Throne, Emperor Vesna, has used their power to address the Empire to present a personal message to all Imperial citizens. This season, however, she has chosen to allow someone else to make that address on their behalf - Rane Shard-Bearer, the Senator for Kallavesa.

The Fayre Fight

  • Dawn, especially those who completed all four stages of the Grand Tour

The Knight of Roses has invited all those who have completed the Grand Tour to take part in a special tourney to be held at Anvil, in the heart of the Empire. The Reeve has gone further, proposing that the nation present a fayre at Anvil, to celebrate all that is best in Dawnish life, and to show the other nations the splendor and glory of their nation. Two other tourneys are also due to take place - to detertmine the new knight-protector of Autumn, and as part of the selection of the Challenger in Waiting - and there are interesting developments with both those titles that might add extra frisson to the autumn fayre.

Beneath Mithril Spires

  • Ambassador to the Commonwealth; Imperial Senate; Dean of the Lyceum; Voice of Lierty; Imperial fleet captains

The Commonwealth is perhaps the closest thing to an ally the Empire has among the six great powers of the known world. Committed to the principles of the greater good, they disagree with the Empire on any number of things but actively seem to seek points of agreement and common ground over dissent and difference. One day the two nations will fight - it is inevitable given both seek to bring the entire world under the aegis of what the believe is right - but for now there is space for discourse and even cooperation.

Hyenas and Herbs

  • Ambassador to the Sarcophan Delves; Imperial Senate; Custodian on the Concordium Docks; High Herbalist of Sybella; Master of the Root and Stem; WIntermark farmers; Imperial fleet captains

The Bedelaar Huisbaas of the Sarcophan Delves always seek to maintain a level of neutrality, the better to ensure their ships are welcome at every port. They are enthusiastic trade partners, both with the Empire and the Empire's enemies. Their refusal to pick a side between the nations that make up the Liberty Pact and the so-called "Freedom Accord" is being tested however, thanks to the Asaean Plenum. Yet they're not ready to give up on the Empire just yet, and indeed some of them seem interested in increasing their investment in Imperial markets - conflict breeds opportunity after all.

Houses of Silence

  • Sarvosans, especially the Chamber of Commerce; Imperial Synod; Ambassador to the Sarcophan Delves; Artists; Anyone with an interest in recreational narcotics or the law

Three years ago the Imperial Senate ceded the Alivetti estates near Sarvos to the Sarcophan Delves, so that they could create a trading enclave. Under the sponsorship of the powerful Vandersaar family, that enclave has flourished; but not always in ways palatable to every Imperial citizen. As the Autumn Equinox approaches, the matter of the Alivetti estates receives additional scrutiny - not only because of concerns about the Sarcophan enforcing their own laws there, but of plans to build a blasphemous cathedral on what was until recently Imperial soil. At the same time, the Vandersaar are looking to invest further in Sarvos, setting the stage of a great deal of discussion about the presence of the 'Delves merchants on the southern border of the Empire.

Victory and Unity

  • Ambassador to Axos; Regarrio Dossier; Assembly of Nine; Shuttered Lantern, Celestial Arch, and Sevenfold Path; Imperial Synod

The Empire and Axos have never been friends, and are at best allies of convenience perhaps. The only signatory to the Liberty Pact that is not a Great Power, Axos seeks to make it's mark on the world stage - even though it covers less land than many Imperial nations. Relations are always a little volatile - the Axou are prickly at best - but there is talk of a rising movement that seeks to secure the legacy of the sorcerer-kings in a way that is making some observers a little nervous.

Where Five Winds Meet

  • Ambassador to Faraden; Azure Sutannir and Freeborn Assembly; Shuttered Lantern and Celestial Arch; Master of the Regario Dossier; Gloaming Road; Imperial Senate; people with Weirwood and Iridescent Gloaming to trade; Holbergians

The lifeblood of Faraden is trade, and their caravans criss-cross the Empire even though the Lasambrian Jotun charge them a steep price for doing so. Relations between the Empire and the smaller nation to the west vary from year to year, warm one moment, cool the next, but it has never come to open warfare. Unfortunately, it seems the Faraden are caught between a rock and a hard place - with the Asavean Plenum one one side ant the Empire on the other. Faraden involvement in the recent attack on Meade, the situation appears to be escalating.

A Victory for Diplomacy

  • Ambassador to Iron Confederacy; Imperial Fleet Captains; Sianu of Navarr and Caesar of Urizen; anyone who might be expecting a visit from representatives of Baron Bestel

The Iron Confederacy sees itself as a potential rival to the Empire in size and strength and their claims are difficult to prove or disprove. No nation appreciates being threatened or intimidated, but the Iron Dukes react especially badly to perceived slights, and thanks to their peculiar beliefs it is all too easy to offend them – they despise both the Imperial Conclave and the Imperial Synod for example. They seem to respect the Military Council and the Throne at least, but it is a narrow bridge to build a shared understanding on. The Imperial Senate has just ratified a treaty intended to try just that - and now it's time to see how successful they have been.

The Tale That Speaks To Your Heart

  • Ambassador to the Sumaah Republic; Rafe of Wintermark; Imperial fleets; Imperial Conclave especially Sevenfold Path and Rod and Shield; Emperor Vesna

Among the six great powers, the Sumaah Republic are simultaneously rivals to, and uneasy allies of, the Empire. Their shared practice of the Way both unites them through virtue, and divides them through disagreements about how the faith should be practiced and spread. Right now they are allies via the Liberty Pact and engaged in open warfare with the heretical blasphemous idolators of the Asavean Archipelago. The Empire offers what aid it can, and the Sumaah in turn show their appreciation as best they can with so many resources committed to protecting their coast from Asavean navies.

Thresher's Summer

  • Urizen magicians, sentinels, sword scholars, and priests; Marcher friars and landskeepers; Imperial Senate

Determined to bury the hatchet and bring to an end the rumbling conflict between their nations, the Marcher and Urizen Assemblies have urged people to travel to the lands of their opposite number and engage with them. Urizen has asked magicians, sentinels and sword scholars to help the Marches bring their harvest home. Meanwhile the Marches have asked their friars to share their understanding of virtue with the folk of the spires. After a long Summer, the results of this unprecedented exchange are being felt by folk of both nations.

Healing Waters

  • Imperial Conclave; Imperial Senate; Spring magicians and magical healers

At the behest of the Conclave, and following a request by the Archmage of Spring, Lord Rain has agreed to help the Empire establish a college dedicated to the study and practice of Spring magic. Only too happy to help, the eternal offers more aid than merely sponsorship or patronage. Provided his requirements are met, he will help the Empire create a place steeped in healing magic that will serve as a place not only of scholarship and magical study, but also of healing for all the people in the place where it is built.

A Stone for a Stone (Appraisal)

  • Imperial Senate; Imperial Military Council; Imperial Consul; Wintermark, Brass Coast, Marches, Navarr; those interested in the Jotun; veterans with stories to tell

The Imperial Senate has instructed Naomi of Virtue's Rest to appraise what might make peace more appealing for the Jotun. Naomi is a skilled diplomat, but few expect her to be able to deliver peace with the Western orcs on request. She has done what work she can in the Empire, and made a short trip under a flag of truce to speak with the Jotun in Mournwold. Now, she is ready to present her findings - both a summation of what has lead to the current situation and a series of things that could be done to make a ceasefire with the Jotun more likely.

True Faith

  • Imperial Synod

Following the recent summit, the Lepidean Librarian gave instructions for the library to publish in full their research on Vardas, the paragon of Vigilance. The extraordinary and controversial findings say that Vardas was not a paragon; that he never existed; that he was little more than a collection of stories, penned by a League mountebank. The news has hit Imperial pilgrims of the way very hard indeed, and a major crisis of faith is brewing. During the Autumn Equinox the Imperial Synod has an opportunity to try and head off that crisis before it deepens sufficiently to tear the faith apart.

The First Shot

  • Navarr; Wintermark and the Imperial Orcs; eventually the whole Empire

At the Summer Solstice, the Navarr took the pivotal decision to begin the final battle against the vallorn. There can be no going back from such a decision, in Wintermark they would say that the Navarr have forked their skein. The stridings are coming home, and the nation mobilizes for war, but if Navarr faces that war along they will surely fail. Before the final trods are put into place, the nation - and the Empire - must be ready.

The Synod speaks

  • League and Varushkan assemblies; other national assemblies

The Navarr Assembly has overwhelmingly backed the mandate to begin the final battle against the vallorn. But they are far from the only Assembly to speak on the matter. The Assembly of the Nine was emphatic that the Empire must be willing to make this sacrifice now and called on every nation of the Empire to take up the call. Two individual nations also did so, the League and Varushka, both raising clear statements of principle in support of the Navarr and their Assemblies backed them with a greater majority. These statements have given rise to not one but three mandates in each assembly, giving an opportunity to guide exactly how those two nations will rise to the challenge of the vallorn.

Here to Stay (Appraisal)

  • Imperial Orcs; Imperial Senate

The second appraisal the Imperial Senate commissioned in Summer sent Elian Sweetwater to the newly conquered territory of Mareave. He was asked to find ways to deal with the uncooperative inhabitants of the southern regions - Fleisardh, Clisearn and Eoradal. Aided and impeded by Autumn magic, the Navarr prognosticator has delivered his findings and the good news is that they've found opportunities to deal with at least two of them. The bad news is that they are not cheap.

We All Stand

Elian Sweetwater has not been the only one exploring Mareave in the last season. A Challenging Time

For almost a year now, the Seneschal of the Road has been unable to respond to the ritual named for him, Challenge the Iron Duke. Determined not to neglect one of his favoured lands, the heralds of the Keeper of Challenges bring three pieces of news. Firstly, a grand melee to be fought between the absolute best the Empire has to offer the Summer realm, in quest of Pinnacle, a sword of unparalleled quality. Secondly, those from the nations of Dawn and Wintermark who have already bested the Iron Duke's challenge once are called forth to take on a second challenge, and finally answer a question long asked in the annals of Imperial history. Finally, an offer to the Archmage of Summer to identify a competition, contest, or challenge worth of Barien's attention.

When the River Rises

Madruga has suffered parching blight, pounding rain, vengeful fire, war, death. Now in response to powerful Imperial magic. the river rises, the wild Scorrero. Sweeping down from Kahraman, through Segura, to Madruga. A maelstrom of chaos, transformation, and star metal the both destroys, and cleanses, and brings new life. The horror of the Blight, and the Dry patricians, is washed away... but is the cure as bas as the sickness? Only time will tell.

Authority and Acceptance

Each season the civil service put together a summary of the Empire's relationship with other nations, large and small, near and far. These reports are composed from communications received from their ambassadors, useful intelligence, the words and offers of merchants and traders. While the Senate and the other great houses may use their powers to respond to these offers, it is the ambassador who a foreign power expects to hear from. Sometimes the reports are long and detailed, sometimes for whatever reason they are shorter and more to the point.

Seven Locks (Plenipotentiary)

Six archmages, but what seem to be seven responses to plenipotentiary messages, so something is off. The eternals are bound by ancient compact to respond in some way to such a missive, although precisely how they respond is up to them. There might be to a formal parley, or something more informal. Or nothing at all. Responses to each archmage's (presumed) plenipotentiary messages have been received, and arrangements made for the Autumn Equinox. Four meetings, and three sets of messages.

Irreconcilable Differences

  • Imperial Synod; Imperial Senate; Sevenfold Path

During the Summer Solstice, the Imperial Senate made it illegal to preach the Way in Asavea. Following the vote, the Cardinal of Loyalty, indicated to the Civil Service that they intended to seek the veto in the Imperial Synod. The Assemblies have already passed a number of mandates urging missionaries and Highborn wayfarers to travel to make contact with virtuous sects, and preach the Way, but the Asaveans have responded by increasing their support for the Empire's enemies and striking against Imperial citizens directly. During the coming Summit, the Synod must decide whether to uphold the veto, or accept the prohibition against further action in Asavea - with potentially painful consequences for either decision.

Roaring Plenty

  • Fleet captains engaged in Rhianos' race

Last season the Regent of the Eternal Sea, announced the beginning of a great race - to visit the four corners of the known world. Having been challenged by the Archmage of Summer, the Lightning Fish agreed to hold a contest, but one unlike any other. Rhianos has no interest in seeing who can be the fastest, so this race is one filled with peril and calamity where nobody know where they are going, how they are going to get there, or even if they will survive. That hasn't stopped hundreds of fleets taking part in the first leg of the race and sailing "Into the Unknown". Now, it is time for the second leg, and when dealing with Waverider means things are going to get weird.

How To Be Dead

Something is festering in the depths of Lorenzo's Deep Pockets. Following investigations by the Shuttered Lantern, the Grandmaster of the Rod and Shield chose to take action, directing their order to deal with the growing threat. Battle mages and war-witches have made the journey to the north-western Empire, to beard the creature in its lair, and uncover the true horror lurking in the deeps; the Braying Lord, an elder plaguewulf, the same creature whose malice lead to the destruction of Isember, and whose wicked corruption has subverted dozens of Imperial citizens to its will.

Unspoken Words

Despite the apparent peace, the situation in the Barrens remains febrile beneath the surface. Like the calm before the storm, there is a nervous energy in the air, a sense of unfinished business that is yet to be resolved. Torn between the rival directions of the Dawnish Assembly and the Dawnish senators, the fate of the Barrens twists in the wind.

To engage in the complex unending dance whereby the skein of the Empire is woven. Where the wealthy and the powerful gather, their presence draws others as well - those with goods to sell, secrets to trade, or business of their own to arrange. They may come in secret, or they may be ostentatious in their approach making it clear to everyone their intent to come to the pulsing heart of the Casinean Empire to ply their wares. Graveyard Rats

  • Citizens of Temeschwar, especially priests; Imperial Senate; Guardian of Giselle's Tomb; Grandmaster of the Unfettered Mind; Senator for Temeschwar

For the better part of a year, Temeschwar has been suffering a plague of rats. After extensive investigations by the Unfettered Mind, the city's Chamber of Commerce chose to retain the services of one of the oldest, but least wealthy, guilds in the city - the Ratkings. Experts in vermin control, and veterans of the sewers and underground tunnels that flow under any League city, the problem seems to be under control. Under control... but not ended. There is still something malign in Temeschwar, but perhaps the Autumn Equinox presents an opportunity to address it more directly?

You Could Be Happy

  • Citizens and priests of Dawn, Urizen, and Varushka; Imperial Senate

Last season the General Assembly upheld a judgement with a greater majority by Herminius of the House of the Wanderer calling on the citizens of the Empire to be proactive in the threat presented by the Druj. This was supported by a judgement raised by Tuuli in the Wisdom Assembly, also upheld with a greater majority. This has struck a chord with the people of the Empire; for simply too long have the Druj been allowed to attack the eastern territories. The chord becomes a song as the message is spread across the Empire, but it resonates most in those nations that border the hated orcs of the Mallum.

Tourney of the Damned

  • Dawn and Varushka, especially citizens of Weirwater and Karov; those interested in the Deadwood Knight or the Schlacta of Rot; Imperial Military Council

For the past year an unliving abomination called variously the Deadwood Knight and the Schlacta of Rot has been gathering strength in the wild places of northern Weirwater and southern Karov. The creature is a cadaverous warrior and a lieutenant of the Varushkan sovereign known as the Howling Queen. This is not the first time he has emerged, but on this occasion, however, something went wrong with his challenge. He apparently intends to conquer Dawn and turn it into a hollow mockery of life as a kingdom of the dead with himself as its master. He is about to launch his first attack...

Nightcall

  • Wintermark mystics; Imperial Senate

Having consulted the omens, the mystics of Ishal have come to believe that the best way they can put their skills at the service of the nation is to travel Wintermark and beyond, seeking signs or omens that might offer some opportunity for the nation to advance their interests. Their plan is for the Raven Seer to provide them with guidance on whatever problem most vexes the nation currently and then armed with their knowledge they will go in search of Wisdom. This season the Raven Seer asked the mystics to seek out new ways for Wintermark's magicians to protect Kallavesa, particularly that at the moment Dripping Echoes of the Fen is no longer as effective as it once was.

As It Is When It Was (Winds of Magic)

Not every strange event is magic, not every magical thing is strange. Magic isn't always the purview of magicians either - there is magic in all kinds of places from the herbs favoured by physick and apothecary to the materials drawn from mines and forests. Rising in Runegrott

At the last Winter Solstice, the Empire saw the would-be sodality called the Rising Tide work with the Basilisk of the Bourse on shared goals of Prosperity. They turned their attention to Canterspire Circle where they were introduced to some of the finest dye-makers in the world and the Gloaming Merchant. This season the 'Tide have sought out more opportunities of their own, following a visit to Anvil in the Summer. They have new proposals to make, and new opportunities to present.

  • The High Bard has provided a list of eighty-one names to the Witches of Culwich at their request

The General Assembly chose Belletain in Sandling, Weirwater as the ideal site to build an academy to celebrate the inspirational life of Ozren de Orzel. The true liao has been provided and is being held in readiness, but thus far the work has not been commissioned. The delays may be deliberate. If built the academy would be a monument to Pride that would inspire pilgrims to look to the future, but it would be badly affected by the emerging crisis of faith. Because of the doubt seeded by the revelations about Vardas, no inspirational memorials will provide any additional benefits until the crisis is resolved.

If the crisis is not resolved, or if the Synod choose to say that it does not matter when examplars and paragons were real or not, then the academy will not provide a philtre of strength to congregations and there will not be any additional effects of using true liao here. If the consecration takes place after the crisis is resolved and the Synod chose a different route that emphsizes the importance of the paragons and examplars then the full effects will still take place.

The High Bard has provided the Culwich Witches with a list of eighty-one names to whom they plan to give a small gift once the consecration is complete.

Ways and Means

Last season the Wisdom Assembly upheld a judgement by Maelfaisance Remys with a greater majority that called on citizens to seek Imperial veterans and hear their tales of shark-slaying and kraken-killing. To find out about the soft underbelly, the armour-chink, and the weaknesses of the monsters of the Grendel. This has seen a slow but steady take up and, though they haven't much to show for it yet, the ball is now rolling on the project. The Sanguine Shields, the sodality that has sprung up around it, are keen to continue their work and will present it to the wider Empire once they have managed to talk to veterans and catalogue enough information.

Hands Open

Wisdom knows all knowledge is incomplete. We send Aliss Thorn with 15 liao to encourage artisans to travel to Oakwood to help the smiths recover and rediscover the lost art. The Virtuous apply what they have learned.

The mandate to integrate the Marcher smiths was passed and enacted by Aliss Thorn during the Summer Solstice. Artisans have travelled from all over the Marches to Oakwood to speak with the smiths. The Marcher nation will be reconciled with the lost tradition of their forebears. Those who have integrated have meshed with the nation and been accepted by the egregore, but there are likely to be potential "teething issues" as they come to terms with a fundamentally changed world.

OOC Note: the smith archetype will be added to the list of Marcher archetypes after the Autumn Equinox 386YE. It is not possible to play one of the original smiths as a character.

Participation
Any artisan or crafter of any kind can have gone to Oakwood Monastery to support the integration of the smiths into the nation. The smiths are by and large mostly confused but are fundamentally Marchers and have been accepted into the nation by the egregore. Stories around them would involve hard working and hearty folk who want to prove themselves the best at what they do, whilst being appreciative to both those that helped them leave whatever they were in and those who have supported them since.

  • Asavean Archipelago: The port of Nemoria is closed to Imperial trading vessels.
  • Axos: The Axos continue to be annoyed about revelations relating to Imperial involvement in the failure of their joint venture with the Grendel into the Mountains of the Moon. Consequently, Imperial fleets suffer penalties to trade with Axos. A fleet captain trading at the Towers of Kantor suffers a -2 rank penalty.
  • Commonwealth: The ports of Leerdam and Volkavaar welcome Imperial traders. Fleets trading with either Commonwealth port benefit from a 1 rank bonus due to the Asavean bounty on fleets trading with the Empire.
  • Principalities of Jarm: The ports of Kavor and Vezak remain closed to Imperial fleets.
  • Sarcophan Delves: Imperial captains continue to be welcomed in the Delves. Fleets trading with the great port-city of Sarcophan receive an additional dose of Marrowort and an additional dose of Imperial Roseweald on top of their normal production. The port of Betovering is open to Imperial fleets. Fleets trading with either Sarcophan port benefit from a 1 rank bonus due to the Asavean bounty on fleets trading with the Empire.
  • Sumaah Republic: There is no penalty to trade with Zemeh and Imperial fleets are welcomed. Be aware that the amount of liao offered has been reduced as per the Guide the spirit wind of fortune. Fleets trading with Zemeh benefit from a 1 rank bonus due to the Asavean bounty on fleets trading with the Empire.
  • Grendel: The port of Oran is closed to Imperial fleets.
  • Iron Confederacy: The port of Robec is available for Imperial fleets but suffers a -1 rank penalty due to sanctions from the Suranni.
  • Faraden: The port of Caitun is available for Imperial fleets. Fleets from the Marches and Wintermark benefit from a +1 rank bonus due to close proximity.

A number of mandates were successfully upheld in the Imperial Synod last season. As long as the named priest provided sufficient liao, those mandates have been automatically enacted.

Summer Conjunctions

  • Last event there were a number of conjunctions of the Sentinel Gate; their known outcomes are listed here

During the Summer Solstice, there were a number of conjunctions of the Sentinel Gate identified by the Imperial prognosticators. In each case a band of Imperial heroes used that conjunction to travel to a location far from Anvil and intervene in an ongoing situation. These are the known outcomes of those conjunctions. In the case of battles, it is important to remember that the Military Council can only make use of two of the major conjunctions each summit, choosing which to take advantage of during the Muster.
