Construct Trees and Hills merchant hall

To build a merchant hall to organise the refugees of Ossium as they settle in Karsk. It will give either forest of mine resources in exchange for coin. This will create the title “the Warden of the Trees and Hills” and will be elected by the forest and mine owners of Varushka once a year.
