Overview
The Imperial Spymaster is an Imperial Title appointed by the Senate. The title was created during the Spring Equinox 383YE.
Responsibilities
The Imperial Spymaster is responsible for the creation and decommission of Imperial spy networks, including coordinating their use. They are expected to liaise and report to both the Senate and the Military Council on matters pertaining to Imperial spy networks.
Powers
Construct Spy Networks
The Imperial Spymaster can commission a single spy network each season. To use their power of commission, the Spymaster must make an announcement in the Imperial Senate. No voting is possible by the Senate at this point, as the power had been delegated to the Spymaster.
The Imperial Synod, or The Throne, may choose to exercise their veto over the Spymaster's announcement.
Deconstruct Spy Networks
The Imperial Spymaster can decommission a single spy network each season. To use their power, the Spymaster must make an announcement in the Imperial Senate. No voting is possible by the Senate at this point, as the power had been delegated to the Spymaster.

Right of Address
The Imperial Spymaster has the right to make a address to the Imperial Military Council once per summit. This is intended to allow them to advise the Military Council on matters pertaining to spy networks. To use this power, the Imperial Spymaster informs the Herald of the Council that they wish to make an address, which will then be added to the agenda for the next Council session.

The Imperial Spymaster is an Imperial position appointed by the Senate. Any Imperial citizen can hold this title. The Imperial Spymaster serves for a year, and they can be revoked by the General Assembly and by the Assembly of the Nine.
