Overview
During the Summer Solstice 386YE Summit, the Imperial Synod raised 216 judgements.
Statement of Principle
Judgement 7
- Assembly: General
- Raised By: Herminius of the House of the Wanderer
- Judgement: The Druj have returned! They are active in Therunin, the Barrens, and Morrow. They threaten our Eastern border from Ossium to Zenith. I call on all citizens to be proactive, report suspicious activity, check in on your neighbours, and be prepared to fight. Remember! You do not stand alone, Sword Scholars will be active in your territory, seek their protection, aid and Wisdom where needed.
- Outcome: Upheld with a Greater Majority (2478-74); Margin of 2404
- Notes: The Druj have recently invaded the territory of Therunin, and launched attacks into Morrow and the Barrens.
Judgement 10
- Assembly: General
- Raised By: Vivianne Barossa de Coeurdefer
- Judgement: True Virtues guide the spirit to its highest potential, and build for the future. Earl Zadkiel de Coeurdefer, Cardinal of Pride, dedicates to Ambition so the legacy of the House may be Consecrated at Hounds' Gate, that were once the Spires of Dusk. Virtue drives us to actions greater than any one life.
- Outcome: Upheld (1224-198); Margin of 1026
- Notes: Refers to the consecration of the Houndsgate as detailed in the Poetry and prose wind of fortune. See also Judgement 9.
Judgement 13
- Assembly: Varushkan
- Raised By: Amris Johan Merikovich
- Judgement: The Iron Helms have been shunned and slandered for years by many of the citizens they have protected. They have shown Courage, Loyalty, Pride and Vigilance in doing whatever their Generals and Military Council ask of them. All things grow and change and it is time for the Iron Helms to change. Based on their history and victories we believe they should now focus on their mastery of the dark magics & curses of Varushka. They have a strong magical heritage and would use such abilities Virtuously to advance the cause of our Empire.
- Outcome: Upheld (350-10); Margin of 340
- Notes: The Iron Helms are a Varushkan army whose tactics have been a regular source of controversy within the Empire.
Judgement 14
- Assembly: General
- Raised By: Sofonisba Amilicava di Sarvos
- Judgement: "All citizens should work to benefit the Empire" our Emperor tells us - but the Empire is the servant of the Way, not its master. Loyalty to the Empire is not the whole of the Way. No authority can release you from your obligation to act in virtue. Obedience is the dry husk of Loyalty.
- Outcome: Upheld (1350-420); Margin of 930
- Notes: This appears to reference the Imperial addresses made by Empress Vesna following their coronation and after the Spring Equinox.
Judgement 15
- Assembly: General
- Raised By: Prince Bishop Yakovitch
- Judgement: We call for the Imperial Synod to perform a great undertaking, one that will sit alongside the magnificence of the great cathedral being built in Casinea, one that will inspire the priest of Timoj. We call for a census of the soul to be performed. We call for every child, and citizen, whether they serve in the armies or attend our academies to have their soul insighted. How many exemplars reborn, and spontaneous auras are we missing? How many malign spiritual influences go undetected? Let us strive for a greater majority and send word to every corner of the Empire and beyond that we will no longer walk in the dark.
- Outcome: Upheld (1252-578); Margin of 674
- Notes: The Grand Inspiration of the Way is actually being built in Bastion, rather than Casinea, as detailed in the Blood will thicken wind of fortune.
Judgement 17
- Assembly: General
- Raised By: Lysimachus
- Judgement: As an Empire you'd think it'd be unwise to go doing our enemies job for them. However it seems that nary a season goes by without hearing about citizens squabbling or cursing each other over something while we deal with an increasingly bigger world of threats. I'd say they're acting childish but it'd be an insult to the young folk of the academy. Before the empire has to consider if a mandatory 'juice and naptime' policy is required for its citizens, maybe folk should try focusing that energy on our adversaries instead? We've plenty of the bastards to take some frustration out on.
- Outcome: Upheld (1162-430); Margin of 732
Judgement 18
- Assembly: Urizen
- Raised By: Able the Taller
- Judgement: The Skyways project will be a true wonder of the Empire and the Entire world, allowing travel between our Spires, our Territories and even to the rest of the Empire in a way swifter than any before us could have imagined; gliding through the air like the messages of our Heliopticon. It is time for our Nation to demonstrate its Pride and show the rest of the Empire that we can build Wonders they would think impossible. The Urizen National assembly calls on all the Citizens of Urizen to contribute whatever their Prosperity allows to this great project. Let us show, in word and deed what our Arete can accomplish together.
- Outcome: Upheld with a Greater Majority (304-16); Margin of 288
- Notes: References the construction of the sky roads in Urizen.
Judgement 27
- Assembly: Dawnish
- Raised By: Aramis du Froste
- Judgement: Pride exalts and uplifts those who have been laid low by the wicked. The Great Forest Orcs have reclaimed their home. The Karass seek to trade and grow together. The Rahvin wish to find a path away from the yoke of the Druj. Earls council has raised it's voice, it calls for the wait asked by Ser Dindrane's Mandate to be over! It calls for Dawn to venture forward and settle the lands of the Barrens! Should we answer this call, and let The Barrens bask in the light of our glorious nation?
- Outcome: Not Upheld (126-220); Margin of 94
- Notes: References the ongoing situation in the Barrens, specifically the mandate enacted by Ser Dindrane during the Summer Solstice 385YE.
Judgement 28
- Assembly: Dawnish
- Raised By: Hendricks Lomond
- Judgement: A way to end the Vallorn has been found, and Navarr look to their leadership at Anvil to ask - What now? Let them hear our voice, as we walk the Trods with them. Before the Trods are joined, and we turn to the Vallorn, we must look east. To the threat that strikes at our homes and the souls of those still here. Let us strike together and end the Druj first. And then we will turn our Glory to your cause unrestricted. We will call home the Questing Knights, we will call home those seeking Glory across the Empire and the Globe. And then, the unrelenting, unstoppable, and unflinching light of Dawn will burn the Vallorn away beside you.
- Outcome: Upheld (268-110); Margin of 158
- Notes: Research at the Great Library of Hacynian has provided a way to end the vallorn. This statement refers to Navarr discussions about what to do next.
Judgement 29
- Assembly: Dawnish
- Raised By: Enchantress Areloe Larmavellevés
- Judgement: Dawn says that great deeds are eternal, that what lives on is our legacy that we leave behind. We look to those who live Virtuous and glorious lives as inspiration, as a mark of what can be achieved. We should seek to uplift those that are ever pushing themselves, as such I urge the Troubadours of Dawn to spread the tales of the Most Glorious Knight-Erants who have worn the girding of our beloved Knight-Errant Egregore. Each Autumn Summit the Earls at Anvil hear the tale of those aspiring nobles, but we The Earls Council seek our Troubadours to spread the successes of our citizens. Let the Nation recognise the achievements of Morien Stewart (now de Carsenere) in 381YE, Caewel Smith (now Novarion) in 383YE, Claude Cutter (now Deeds) in 384YE and Ser Tunic of the Barrens in 385YE who have all worn the girding and been recognised by The Earls Council as The Most Glorious Knight-Errant for their year.
- Outcome: Upheld (368-10); Margin of 358
Judgement 32
- Assembly: Highborn
- Raised By: James of the Cenotaph
- Judgement: A year ago, Fintan called for every Navarr citizen to contribute whatever they could to support the raising of the Holy City at Bastion. Our Nations stand together, resolute in the face of the greatest Spiritual dangers. The Navarr act to ensure our Faith will be guarded, it's future protected. The virtue of every Navarr citizen who contributed will enable others to find their place in the Dance. The Highborn recognise the Vigilance displayed in their commitment to safeguarding our souls from harm and invites the Navarr to send a delegation of Guides to teach in Bastion upon its completion. They have earned their alongside Highguard and should be welcomed to spread their perspective on the Way to pilgrims. Only through these bonds of kinship can the Grand Inspiration enable the Way to reach every soul in existence.
- Outcome: Upheld (552-20); Margin of 532
- Notes: References the mandate raised by Corey Wayfarer in Autumn 385YE sending Fintan Nighthaven to urge the Navarr to support the Grand Inspiration of the Way being raised in Bastion, introduced in the Blood will thicken wind of fortune.
Judgement 33
- Assembly: Highborn
- Raised By: Tamar
- Judgement: A year ago, Eldrid Vestardottir called for every citizen of Wintermark to contribute whatever they could to support the raising of the Holy City at Bastion. The Winterfolk considered if they should join this endeavour. They concluded that Nations, bound together in one breath, can build an unbreakable Legacy. The virtue of every Wintermark citizen who contributed will truly echo through history for a thousand years. They are heroes, every one. The Highborn recognise the Wisdom displayed in asking the right question and invites the Winterfolk to send a delegation of Stormcrows to teach in Bastion upon its completion. They have earned their alongside Highguard and should be welcomed to spread their perspective on the Way to pilgrims. Only through these bonds of kinship can the Grand Inspiration enable the Way to reach every soul in existence.
- Outcome: Upheld (572-20); Margin of 552
- Notes: References the mandate enacted in Autumn 385YE sending Eldrid Vestardottir to urge the people of Wintermark to support the Grand Inspiration of the Way being raised in Bastion, introduced in the Blood will thicken wind of fortune.
Judgement 37
- Assembly: Navarr
- Raised By: Yarkin-Bo Embercast
- Judgement: Liathaven doesn't just hold strategic value to our Empire but a huge national value to the people of Navarr. The Jotun threat must be dealt with and we must future proof our plan to reclaim it! We ask the steadings of Liathaven and every striding willing to return to their lost homeland to prepare the way for our thorns to march. Where they tread there will be provisions, where they strike will be spears and arrows to hand. Liathaven lives!
- Outcome: Upheld (201-120); Margin of 81
- Notes: There are very few steadings or stridings left in Liathaven, the majority having been destroyed or abandoned. (OOC Note: As of Spring 281YE, the only remaining steadings in Liathaven are player character groups.)
Judgement 40
- Assembly: Dawnish
- Raised By: Severin de Rondell
- Judgement: We, the Nobles and Yeofolk of Dawn, recognise the virtuous work of Marcher farmers as they sustain the armies of the Empire. Pride in small things, Loyalty to Great ones
- Outcome: Upheld with a Greater Majority (424-0)
Judgement 41
- Assembly: Dawnish
- Raised By: Claude Deeds
- Judgement: Dawnish senators knelt and begged for the Emperor to veto the treaty with the Rahvin, after Senate had approved the treaty and Military Council had voted wholeheartedly in its s support. The Emperor vetoed the treaty because it would have given the Rahvin land where the Dawnish make their homes - in the Carmine Fields, in Bitter Strand. There are no Dawnish homes in the Fangs mithril mine. The Rahvin were kept there as Druj slaves. They worked the mine - they slept, ate, and lived their lives there. Then they seized the mine from their slavers, and now they hold it. Where we toil, where we sleep, where we eat, where we live, where we hold - that is our hearth and homestead. Our Empress and Dawn's Senators tell us to value our homestead. So any decision about the future of the Fangs must take into account the claim of the Rahvin. We must reach out to them, and demonstrate our Virtue. We must not forced them out of their home.
- Outcome: Upheld with a Greater Majority (424-74); Margin of 350
- Notes: References the Spring 386YE treaty passed by the Imperial Senate, but vetoed by Emperor Vesna, and the Rahvin sept who currently occupy the Fangs mithril mine there.
Judgement 44
- Assembly: Wisdom
- Raised By: Maelfaisance Remys
- Judgement: Once again we face the Grendel and their beasts; on the battlefield and in the waters of Catazar. For some of the soldiers and sailors of this empire, this is the first time they have seen such creatures. These monsters may be dreadful, but they are not immortal. Courage is when we face that which we fear - Wisdom allows us to do so equipped to defeat it. The Virtuous apply what they have learned; Wisdom knows all knowledge is incomplete. Therefore I call upon my siblings in Wisdom to seek the veterans of this empire and hear their tales of shark-slaying and kraken-killing. Learn of the soft underbelly, the armour-chink and the most effective tactics. Then, tell those tales at the firesides of our armies and in the inns of our docks. Inspire our citizens - grant them the knowledge they need to win.
- Outcome: Upheld with a Greater Majority (368-0)
Judgement 51
- Assembly: General
- Raised By: Warsmith the Iron Way
- Judgement: To be born a human is to have failed to become a Paragon. To be born a human is proof you weren't virtuous enough in a past life. If the Senate's budget is so tight they need to be propped up by the fines of criminals. Let us fine every human for the religious crime of being born
- Outcome: Not Upheld (128-1936); Margin of 1808
- Notes: The greater majority for this judgement was 2286. Among other things this judgement appears to reference the recent change to the way fines are dealt with by the magistrates and the related controversy raised in the Imperial Synod.
Judgement 55
- Assembly: League
- Raised By: Emil Radana von Temeschwar
- Judgement: Citizens of Temeschwar, do not let fear and carelessness spread with this plague. Stay vigilant. The bishops of Temeschwar open their doors to provide sanctuary to the sick and afflicted. Seek anointings to drive off delusion, seek bladeroot and prismatic ink to cure sickness. We shall stock our supplies high. Let no single citizen go unchecked. Knock their doors and drive out plagues where they fester, rescue the sick and drag them to halls of healing, seek out poisons in your neighbour's fields lest it grow in every corner of our city. We shall not tire. Prepare. Thwart. Overcome.
- Outcome: Upheld with a Greater Majority (304-10); Margin of 298
- Notes: Refers to the rat plague currently besetting Temeschwar, as detailed in the Pitter patter and They bit the cats winds of fortune.
Judgement 59
- Assembly: League
- Raised By: Erasmo di Tassato
- Judgement: To all the brave orphans of Tassato, Who told the greedy herald where to go. The folks who come to Anvil see your deeds, And think you've got the mindset to succeed. He built a college in the town, You threw veggies to knock him down. You can better than this guest, And show who's best. A challenging rival is hard to beat, So show us your proposal for the way you'll compete. Isk got a grant to give him a start, Pitch us your better plan and we'll do our part.
- Outcome: Upheld with a Greater Majority (286-30); Margin of 256
- Notes: Refers to the ongoing saga of Tales_of_imagination#A_Looming_Issue_(Sanvar_Isk)Sanvar Isk, the Loom of Spells, and the herald's feud with the orphans of Tassato.
Judgement 60
- Assembly: Ambition
- Raised By: Ilhelm
- Judgement: In Spring 386 the Grendel took Kraken eggs to the bay of Catazar but Bronn of Hyrst Hall has proven a single Wintermark fleet can fell a Kraken. I call on Marchers and Wintermark fleetmasters to train their crews and empower their fleets so they too can face this threat.
- Outcome: Upheld (264-34); Margin of 230
- Notes: References the outcome of the battle in Madruga during the Spring Equinox 386YE in which the Children of Wrecks infested the waters around Free Landing with immature kraken.
Judgement 64
- Assembly: Highborn
- Raised By: Nekoda of the Shattered Tower
- Judgement: Our legacy as Highborn is that of bringing the nations of the Empire together in bonds of kinship, yet our bonds with our neighbours could be forged stronger still. Let us look to build a ministry in Haros to create a trade network amongst those who share the River Couros, working with our Navarr and Urizen siblings to see the river filled with lumber from Reikos, with herbs from Therunin, with ores from Morrow, to uplift the Prosperity of us all.
- Outcome: Upheld (372-22); Margin of 350
- Notes: See also Judgement 65 and Judgement 168.
Judgement 65
- Assembly: Prosperity
- Raised By: Esria of Balthazar's Vineyard
- Judgement: Trade flows freely along the River Couros, but formalising this and providing structure would help enhance the Prosperity of the citizens of these regions. We support and encourage the development of a trade network of inter-connected ministries in Reikos (Highguard), Morrow (Urizen), and Therunin (Navarr) to begin this endeavour
- Outcome: Upheld with a Greater Majority (240-0)
- Notes: See also #Judgement 64 and Judgement 168.
Judgement 68
- Assembly: Dawnish
- Raised By: Larkin Shrike, of House Du Beste
- Judgement: We stand on the cusp of a brighter future. For too long have the Vallorn polluted the souls of our friends, our families, and our loved ones. For too long have their abominable Hearts beat against the border of fair Semmerholm and beyond. No more. We will create a future for the generations to come, of fair forests and green groves, without the threat of the Vallorn. We stand on the cusp of Glory. We have the opportunity to defeat a foe that has tainted these lands for centuries. We know that great deeds are eternal. Shall we choose to live for centuries in the shadow of the Vallorn, or shall we choose to live forever, in eternal glory? The people of Dawn shall march, with our siblings in the Way, to destroy the Vallorn now. Let us commit to a war of thorns and flowers.
- Outcome: Upheld (298-102); Margin of 196
- Notes: Research at the Great Library of Hacynian has provided a way to end the vallorn, and the statement seems to call on the people of Dawn to actively puruse its destruction.
Judgement 70
- Assembly: Urizen
- Raised By: Eurybia of the Wanderers
- Judgement: We've all had "that student" who thinks we can just mix the realms and harness the energy that results (or some other shortcut to power) and have seen what happens when they try it before actually listening to what we are trying to teach them. Remember, when visiting the Marchers, that their arete in farming is more developed than our own. If they're not doing something, there is probably a good reason why not. Do not change anything without running it by the steward. Engage with hard work first, rather than proposing alternatives to it. New ideas can be explored afterwards, but a harvest is a culmination of a year (or more) of someone else's work. Let's get it in.
- Outcome: Upheld with a Greater Majority (322-0)
- Notes: See Judgement 8, the mandate encouraging Urizen magicians to visit the Marches presented in the Peaks and planes wind of fortune.
Judgement 71
- Assembly: Ambition
- Raised By: Tongs Barossa di Tassato Regario
- Judgement: Education gives every citizen the ability to fulfill their own ambitions. With our goal to make a world where everyone can be born and die an Imperial citizen, we should establish the foundations to teach, support and uplift refugees, migrants, and the lost, to build their own future within our Empire to find their own path to Virtue.
- Outcome: Upheld with a Greater Majority (272-0)
- Notes: Several locations around the Empire exist to support new Imperial citizens, including the College of the Liberated, the Hand of Guerra, the House of the Proferred Hand, the Abbess of Commisseration among others.
Judgement 72
- Assembly: Highborn
- Raised By: Merari of Navigator's Virtue
- Judgement: The Empress calls on us to "Let no corner of our Empire be anything less than a shining example of Prosperity." Yet in Highguard we often focus on completing ambition after ambition, rather than enjoying the fruits of our labours. So, I call upon my siblings to take advantage of the hard work of Asher of Felix's Watch and a band of courageous Highguard heroes in recovering the remains of the exemplar Permion, The Lawmaker, in Winter 378 and returning them to Necropolis. At a time when Highborn patricians had become especially corrupt, he refused to be a figurehead and instead attempted to serve all his people - not just the rich and privileged. He even dared not to unveil and wore his cambion horns with pride. So, when your courage is tested, and you must make the hard choice take a short pilgrimage to Permion's tomb, read his biography and look to his example for guidance.
- Outcome: Upheld with a Greater Majority (546-12); Margin of 534
- Notes: Permion is an exemplar of Pride, whose remains were allegedly recovered some years ago. This statement appears to confirm speculation that Permion possessed the cambion lineage.
Judgement 74
- Assembly: Dawnish
- Raised By: Lord Valour de Gauvin
- Judgement: In Autumn 385 the Weavers of Culwich announced a contest over the next year, Dawn was to find the best new music or artwork ideally commemorating the victory in the Barrens and declare such in a statement of principle. We believe Emmeline Weaver and their song 'Race for the Barrens' that immortalises the Anvil heroes of those nations that fought in the battle to secure the territory should win the contest, with a Watcher's Flute as chosen instrument. The contest requires a Greater Majority to select a victor.
- Outcome: Upheld (324-0)
- Notes: The greater majority for this judgement was 344. The competition referred to is detailed in the Dog days are over wind of fortune.
Judgement 80
- Assembly: Highborn
- Raised By: Hazelelponi of the Shattered Tower
- Judgement: Highguard, our kinship with Navarr is peerless. Our ability to support Imperial nations grew from the Pride and Loyalty shared with Navarr; so now we rise and officially support them in Peerless Kinship. As we supported Navarr in Broceliande, we now support them in Therunin to thwart the malice of the Druj and the rousing Vallorn. We gave strength to the Empire, now we give strength to Navarr.
- Outcome: Upheld (424-52); Margin of 372
- Notes: Refers to the peerless kinship, first introduced in the Full of sacred sound wind of fortune. The ability to declare peerless kinship was extended in the Kith and kin wind of fortune.
Judgement 82
- Assembly: Navarr
- Raised By: Oleander Ashwood
- Judgement: The steadings of Rhonwen's Fall have been desecrated by the dying light of the Empty Hands. This last attempt to wipe the beauty and history at our nation's heart must not be the final mark upon this sanctuary. Our dance now echoes that of Rhonwen's time, and I implore Navarr to rebuild the falls as a beacon of both the sacrifice needed for our greatest battle, and the path we will walk on fulfilling our oldest oath.
- Outcome: Upheld with a Greater Majority (350-0)
- Notes: Rhonwen's Fall in Miaren was significantly damaged by the scions of Cold Sun following the fight with the Empty Hands during the Spring Equinox.
Judgement 85
- Assembly: Urizen
- Raised By: Limonos
- Judgement: Things are not easy, so the mountains tells us. This Assembly recognises the great ambition of Kespoena Archsky and Edmundo of Damakan's Forge in their plan to build an even higher peak for the Arch of the Sky in order to facilitate the Prosperity of Zenith and Urizen as a whole.
- Outcome: Upheld with a Greater Majority (322-18); Margin of 304
Judgement 87
- Assembly: League
- Raised By: Fabio Costas de Sarvos
- Judgement: We applaud the assignment of Mareave to the Imperial Orcs and reach out in prosperity and friendship to our new neighbours. We encourage and promote the movement of people, material, goods, and fine things through Spiral, across the Apulian Way, and into Mareave by way of Prosperous trade. Raised by Fabio, Bishop of Apulian.
- Outcome: Upheld with a Greater Majority (376-0)
- Notes: Relates to the assignation of the territory of Mareave during the Spring Equinox 386YE. The new Imperial Orcs territory struggles with the importing of goods and services, partly due to reticence by Imperial citizens to brave the malign atmopshere of Spiral, which presents the only land route to Mareave.
Judgement 91
- Assembly: Loyalty
- Raised By: Caewel Novarion
- Judgement: The Commonwealth believes that the Empire is not committed to the goals of the Libert Pact. Let us show them that we know what loyalties command our hearts. We ask all citizens who wish to see the end of slavery across the known world to show this in the union of their words and deeds by taking every opportunity to end this evil.
- Outcome: Upheld (428-74); Margin of 354
- Notes: The greater majority for this judgement was 444. References concerns raised by the Commonwealth regarding the future of the Liberty Pact, detailed in the For the Common Good wind of fortune.
Judgement 92
- Assembly: Navarr
- Raised By: Brynmor Rootround
- Judgement: We welcome the Great Forest Orcs into the Empire, and into Navarr. We invite all to a hearth, together as neighbours, as friends, and as family. I ask Navarri Senators, Brands, Great Forest Orcs and any willing citizen to swear an oath of Loyalty and to recognise: ONE HEARTH TOGETHER. May any Great Forest Orc see this symbol painted in blood and ink, and know they are among kin.
- Outcome: Upheld with a Greater Majority (352-20); Margin of 332
- Notes: The Navarr nation has sworn a powerful oath to protect the Great Forest Orcs as if they were family. While there are several steadings established around weirwood groves in Therunin, Miaren, and Hercynia, no members of the sept have actually become Imperial citizens at this time.
Judgement 93
- Assembly: Wintermark
- Raised By: Ingrid Talon-of-the-Mark
- Judgement: Seek out the poison in your neighbours field, lest your own be blighted. The boons of Siakha are tools unfit for the heroes of an inspirational Empire. The heroes of Wintermark will not seek these boons, and denounce those who do.
- Outcome: Upheld with a Greater Majority (284-0)
- Notes: Siakha is an eternal who encourages destruction and bloodshed. During the Spring Equinox she offered boons to Imperial citizens, and has offered similar boons to the Children of Wrecks. Accepting the gifts of Siakha is a crime, as the eternal has been marked as an enemy of the Empire by the Imperial Conclave.
Judgement 95
- Assembly: Imperial Orc
- Raised By: Bloodcrow Pip
- Judgement: A long march into the Abyss as begun. The Barrens is quiet, but it is the silence of dread, only broken by echoes of the past. The Rahvin watch as the families of their former Sept rip up their lives in their homelands, stumbling towards brutal slavery in Druj mines and fields. The Imperial armies watch as potential allies march to be grist in the mill between Imperial and Druj grindstones. Despite the decision of the representatives of this Empire, our Varushkan Emperor has forced us to stand and watch as thousands of orcs march toward slavery. "We agree to work towards the abolition of slavery throughout the entire world" - today, the words of the Liberty Pact ring hollow. The Imperial Orc National Assembly denounce the veto of the peace treaty with the Rahvin by our Emperor.
- Outcome: Withdrawn (0-0)
- Notes: References the complex situation in the Barrens, especially the situation with the Rahvin sept, the vetoed peace treaty, and the departure of the Black Wind sept to the Mallum.
Judgement 97
- Assembly: Wintermark
- Raised By: Aethelric the Grounded
- Judgement: Kindra Surefoot has been repeatedly tested in word, soul and deed and has passed every trial. Her leadership of the Fist of the Mountain has been exemplary and demonstrates the highest traditions of the Mark. The stormcrows therefore recognise her virtue and heroism, and therefore add her to the Book of Heroes. A hero has a name.
- Outcome: Upheld with a Greater Majority (339-0)
- Notes:Kindra Surefoot has been added to the Chronicle of Heroes
Judgement 98
- Assembly: League
- Raised By: Kasimir Vukovitch von Temeschwar
- Judgement: The citizens of the League have always extolled the prosperity of paying a fair wage for fair labour. We reiterate that this has always been our plan for those skilled Urizen that can work on "the Block" in Spiral. We look forward to employing them in prosperous work and helping each other grow past the damage caused by the Grendel.
- Outcome: Upheld with a Greater Majority (334-20); Margin of 314
- Notes: References the situation in Spiral, and negotiations around access to the techniques needed to build structures imbued with the power of the Block that protect them and their inhabitants from the influence of the Black Plateau.
Judgement 99
- Assembly: Freeborn
- Raised By: Annalaya
- Judgement: When Thrace and the orcs who followed him demanded that we acknowledge their personhood, Ahraz listened. Let the Freeborn now follow that example. In Judgement 190 at Autumn 385, Skywise Gralka and the Imperial Orc National Assembly asked us to acknowledge their identity as the Unshackled. They should not have to repeated themselves. The Unshackled, the Imperial Orcs, two names for one people, as we have the Brass Coast and the Freeborn. We congratulate our sister nation as their new name.
- Outcome: Upheld with a Greater Majority (162-0)
- Notes: See Judgement 190 from Autumn 385YE.
Judgement 100
- Assembly: Wisdom
- Raised By: Silk Farkas
- Judgement: Wisdom is not always knowing the right answer, but it is finding the right questions. Wisdom loves questions! The joy of curiosity and the reward of good work. There are agencies within the Empire where study, curiosity and questioning are vital to development; magical colleges, runeforges, prognosticators office, and the historical research office. I call upon dedicants of wisdom to aid these functions so we may see the rewards of the right questions asked.
- Outcome: Withdrawn (0-0)
- Notes: Refers to the Empire's colleges of magic, runeforge, the Prognosticator's Office, and the Department of Historical Research. xx
Judgement 101
- Assembly: General
- Raised By: Callista of the Dark Shard
- Judgement: Restricting, impairing, or otherwise reducing the ability of anyone (be it an individual or a social group) in spreading the tenets of the Way is unvirtuous.
- Outcome: Upheld (1194-380); Margin of 814
- Notes: May refer to the Senate motion to criminalize preaching in the Asavean Archipelago.
Judgement 102
- Assembly: Ambition
- Raised By: Eli of the Cenotaph
- Judgement: To push beyond what has come before is integral to the nature of Ambition. To be able to spread the Way to every corner of the world, we must push beyond our limits of what has been explored before. Esteban i Del Rio Blanco i Guerra wishes to pursue this vision and we should support him and those fleet captains who wish to pursue this goal.
- Outcome: Upheld with a Greater Majority (336-16); Margin of 320
- Notes: May refer to the opportunity to support Imperial missionaries visiting the Asavean Archipelago detailed in the Drumbeat of war wind of fortune. See also Judgement 73
Judgement 104
- Assembly: Dawnish
- Raised By: Edward Watcher
- Judgement: Dawn's founding story was once condemned to History. Our Founders were Asaveans who rejected their Empires' fall to decadence. Holding firm to their values, first they rose in rebellion and when hope of victory was lost, they set sail to lands unknown rather than abandon their philosophy of Glory. As all Asaveans at the time they were Idolaters, but their understanding of glory, in seeking greatness, would lead them to create a more virtuous society than the one they left and prove fertile ground for the Way. While we should not replicate their follies, Pride teaches we should not be ashamed of our past. Let our nation's first tale inspire Dawn to keep growing in Glory and Virtue.
- Outcome: Upheld(310-44); Margin of 266
- Notes: References the historical origins of Dawn, and the belief that the founders originated in the Asavean Archipelago.
Judgement 109
- Assembly: Wisdom
- Raised By: Tuuli
- Judgement: The Druj are active in Therunin, the Barrens and Morrow. They threaten the Eastern border from Ossium to Zenith. We call upon dedicants of Wisdom to investigate, question and report suspicious activity to the Assembly. The sword scholars have stated they will aid and protect you. See them out and act with vigilance and caution in your questioning.
- Outcome: Upheld with a Greater Majority (356-0)
- Notes: The Druj have recently invaded the territory of Therunin, and launched attacks into Morrow and the Barrens. The Mallum borders both Ossium and Zenith.
Judgement 110
- Assembly: Dawnish
- Raised By: Viviane Knotes
- Judgement: Dawn has never lost an allocated territory to the barbarians. We reaffirm this commitment to the people of Dawn and the Empire. The Barrens is now Dawnish, and we will no more countenance its loss than we would Astolat, Weirwater or Semmerholm. We call on the generals, weavers and combatants of Dawn to ensure the Barrens remains resolutely Dawnish forever more. We expect that defence to be extended to those people of the Barrens we regard as foreigners, and for their lands to be defended with equal fervour - to do less would still be an insult to our pride.
- Outcome: Upheld (320-48); Margin of 272
- Notes: Refers to the complex political situation in the Barrens, with particular reference to the non-Imperial orc septs living there.
Judgement 111
- Assembly: Highborn
- Raised By: Kish of the Flame Beneath the Earth
- Judgement: With Vigilance we look ahead. As Cyrus, of Ebon's Hall has said to me. The Druj have shown they will never accept the Way, and we have no choice but to remove them from this continent so that we may fulfill our Destiny. Once the Druj are defeated, and their subjects liberated from under their boot, and are free Imperial Citizens, we must find the right nation to govern and rebuild the Salt Flats of Sanath. We say with Ambition, Highuard is this Nation. The city of Leen, a mess of buildings and a monument to the corrupt husk that is Druj society, will be rebuild into a beacon of the Way, and one day, a place of Pilgrimage as a turning point in our Empires history. This is our Destiny.
- Outcome: Upheld (338-66); Margin of 272
- Notes: The Salt Flats of Sanath, and the city of Leen, are part of the Mallum.
Judgement 112
- Assembly: Vigilance
- Raised By: Fintan Nighthaven
- Judgement: The virtuous must not be complacent or blind to the threat of non-Imperial virtues. We support the vigilant learning the philosophies, attitudes and auras associated with these virtues so that they may be alert to those dangers.
- Outcome: Withdrawn (0-0)
- Notes: “Non-Imperial virtues” likely refers to malign spiritual presences such as vengeance and anarchy.
Judgement 113
- Assembly: General
- Raised By: Caspian
- Judgement: We, the Synod, will vote down any judgement that is unclear, imprecise, or lacking relevant evidence. The Synod voting exists to allow priests to vote on matters of virtue. Any decision taken without appropriate information is just pointless guesswork. As such, any proposed judgement must contain any necessary information. Failure to do so is a direct attack on virtue.
- Outcome: Upheld (1144-468); Margin of 676
Judgement 115
- Assembly: Urizen
- Raised By: Lithagoros of the Lighthouse of Nikephoros
- Judgement: Things change and transform. Things matter. As a national position Warmage can become something great. Let Urizen lore be its grimoire. Let boons be its blade. Let us show the Empire true magical might, and support this position.

- Notes: Research at the Great Library of Hacynian has provided a way to end the vallorn. This statement refers to Navarr discussions about what to do next.
Judgement 117
- Assembly: Loyalty
- Raised By: Larkin Otterways
- Judgement: Last summit, the Marcher generals swore oaths of deep Loyalty to the people of their territory. Loyalty is not displayed by word or deed alone, but by the unity of both - Let the generals of all Nations be given this opportunity to match word with deed.
- Outcome: Upheld (268-38); Margin of 230
- Notes: References the powerful oaths sworn by the generals of the Strong Reeds, Drakes, Bounders, and Tusks, as detailed in the I already know you wind of fortune.
Judgement 118
- Assembly: Pride
- Raised By: Harwyn Eternal
- Judgement: Among the Imperial Orcs, when something has been listened to and seriously considered it is said that words have weight. What weight has been given to their statement in Autumn 365 when they claimed the name Unshackled for their nation? Was it shared by the civil service or discussed among the nations? Pride uplifts, and we, the Pride Asssembly, wish to value the weight of those words, of the nation's new name alongside it's existing one. We congratulate them on this step in developing their identity as a nation.
- Outcome: Upheld (264-20); Margin of 244

- Assembly: Pride
- Raised By: Friar John of the Mourn
- Judgement: Following the commission of the Orchard of the Watch, we the Pride assembly call upon the artists, artisans and the proud folk of the Empire to aid its construction. The Orchard is a memorial, constructed in the ruins of Overton, to honour those that died during the liberation of the Mournwold. Myriad spirits still haunt those lands, restless and yearning to be remembered. Let us construct a memorial that will stand the test of time, and show that the Empire will not let these people be forgotten. Pride tells us to embrace the past, be it the horrific choices that cost lives or the sacrifices of heroic souls. Let this memorial be our testament to that,
- Outcome: Upheld with a Greater Majority (300-0);
- Notes: The Pride Assembly can call on artists and labourers to lend their skills to a single civilian commission each season as per the Watercolours in the rain wind of fortune. The labour costs for the Orchard of the Watch has been reduced.

Revocation
The following judgements of revocation were raised during the summit.
Judgement 11
- Assembly: General
- Raised By: Lady Josephine of Adina's Charge
- Judgement: I call for the Revocation of Senator Bohemond de Rondell. His relentless pursuit of the conquest of the Barrens for Dawn, and only Dawn, has destroyed the Empire's reputation and cause those we could have brought into the Empire to see us as nothing more than human Druj. He has shamed his national assembly who said they came as liberators. He claims this is all for his Ambition, but if the cost of that ambition is the Empire's honour and integrity then it is not a price we should, or have, to pay. He says he does these things for the good of the Empire, but only a Fool or a Liar would think our standing on the international stage and the souls we could have saved was a worthy trade. Neither of those should be a senator.
- Outcome: Upheld (1898-484); Margin of 1414
Judgement 63
- Assembly: General
- Raised By: Konstantin Rabovich Bolotnikov
- Judgement: Xanthius, Guildmaster of Artisans. While their decision to assist the slavers of Jarm in their war against our Commonwealth allies disgusts me, I call for revocation due to the unprosperous way they intend to fulfil this order. The guild will profit 70 thrones and yet they intend to pay 2 crowns for each item made. 2 thrones to the hardworking artisans. 48 thrones to the Guildmaster!
- Outcome: Withdrawn, Not Upheld (1150-108); Margin of 1042
Judgement 187
- Assembly: Prosperity
- Raised By: Darian Numbers

Challenge
The following judgement of challenge was raised during the summit
Judgement 203
- Assembly: Prosperity
- Raised By: Soratio i Del'toro
- Judgement: Challenging Vivenne Knotes for the position of Prelate of the Little Mother. They have presented no justification for their suitability, and the cardinal - their housemate - acted to ensure the position wasn't debated. A proper debate next season - rather than a last minute block vote by a single house, will ensure legitimacy
- Outcome: Upheld (92-84); Margin of 8
Inquisition
The following judgements of inquisition were raised during the summit.
Judgement 25
- Assembly: Way
- Raised By: Morwenna Witheredrose
- Judgement: Last season a knight asked me to hold a knife to their nations throat and in doing so curb the cruellest impulses of Dawn. This season I hand them the blade so they may hold a superior office to account. Vesna Prochnost is called to inquisition on the Saturday of this summit at the Vates Claw Camp, at a reasonable time of her own convenience. - Note: Names were added to the reverse of the judgement
Judgement 76
- Assembly: Navarr
- Raised By: Kellin Embercast
- Judgement: Aerowen Embercast is uncertain of her own Virtue. There seem to be countless other people who are more certain, one way or another. This is causing growing issues across our nation. I call Aerowen to inquisition at 2pm on Saturday, at her own camp. We will discuss virtue, and ensure that her sense of Loyalty is satisfied.
- Outcome: Upheld (166-0)
Judgement 77
- Assembly: Navarr
- Raised By: Kellin Embercast
- Judgement: "Even the strongest may err, but deceivers will lie again." Rhisiart Dancewalker is a prominent figure in Navarr. A senator for three years, a General for one; his voice carries sway. However, I am not convinced that he knows what commands his heart's devotion. I believe he is conflicted, uncertain whether the bond with his banner outweighs his oaths to Navarr and the Empire. A general's heart cannot afford such a division; An Inquisitor's mind cannot abide to see this go unquestioned. I call Rhisiart Dancewalker to Inquisition on Saturday at 7:00pm, at Mhorish, where we will discuss the truth of his Loyalty.
- Outcome: Upheld (158-0)
Judgement 107
- Assembly: Prosperity

- Judgement: Calls Alric 'Jackdaws Voice' Burmoth to inquisition at 11:00am Saturday at Eira Spire, Wintermark. Alric, coven leader of the Starlit Council, has performed research into Night Eternal under Enmity, the Whisper Gallery, in agreement with the Archmage of Night past and present. Wisdom knows all knowledge is incomplete, but this should not risk the souls of Imperial citizens to complete said knowledge. The inquisition aims to find if the research is of value with all risks considered to be held Autumn Equinox 386YE.
- Outcome: Upheld (228-0)
Judgement 141
- Assembly: Dawnish
- Raised By: Galahad Avolcia
- Judgement: To those who would shirk their virtue, conscience appears as tyranny. Valentin Orzel has challenged the Pride of all members of Dawn's National Assembly, labelling us "Political Zealots". I call him to inquisition alone after battle on Sunday, so that we may begin to heal the rift in our nation. If he is truly virtuous, let him prove it
- Outcome: Upheld (174-0)
Judgement 143
- Assembly: General
- Raised By: Sebastiano
- Judgement: Those who work rituals and interact with eternals must always ensure they walk in virtue. I call the following members of the coven of the Horned Hare to inquisition. Cynekendra "Open handed", Kaisa Denmother, Halvar Sten, Salyen, Tallis Garmsdottir, Taavi Kettusson, Morghott,'Tact "Wellspring" Landstander, Tor'Vaal Eklund, Tupilek, Saewyn Penhall, Twla, Lorcan, Enna, Æðthelric Dagursson, Oola Dunning, Inga Svensborn, Deerlah Yrhara. To be held at the Yrhara Hall 1pm Sunday Autumn 386.
- Outcome: Upheld (1380-30); Margin of 1350
Judgement 163
- Assembly: Navarr
- Raised By: Brynn Tendfallen
- Judgement: For extolling Hatred and Vengeance to the nation, I call Travid Longest Path to inquisition at the Autumn Equinox 386YE. Time and place to be confirmed between summits.
- Outcome: Upheld (188-0)
Judgement 183
- Assembly: Wintermark
- Raised By: Hengest Dunn
- Judgement: I call Tarrick of Ashenhall, the High Bard, to inquisition. On Saturday at 1pm during the Autumn Equinox 386YE at the Wintermark hearthfire to discuss his prosperity and other virtues whilst raising funds to assist Senate motions.
- Outcome: Withdrawn (40-0)
Judgement 190
- Assembly: Courage
- Raised By: Maarit Suvidottir
- Judgement: I call Redhand Tut to inquisition at the Orc Fighting Pit at 18:00 Friday of the Autumn Summit concerning their trial and the actions that led to it.
- Outcome: Upheld (92-0)
Judgement 202
- Assembly: Courage
- Raised By: Masha Sigeling
- Judgement: In her role as Lepidean Librarian, Hazelelponi of the Shattered Tower has discovered unwelcome truths about the exemplar Vardas. I call her to inquisition to speak on the virtue of her actions at the upcoming Autumn Equinox 386YE at a time convenient to both of us.
- Outcome: Upheld (108-0)
- Notes: Refers to the recent historical research on the life of Vardas commissioned by the Lepidean Librarian. Vardas is a recognised paragon of Vigilance.
Judgement 205
- Assembly: Pride
- Raised By: Olyvar of Esther's Sanctum
- Judgement: I call to inquisition Vasili and Yevanshka of the Seekers of the Woven Path at the Autumn Equinox, at a time and place to be decided. As Vasilisi is the Pride of Ossium, and a member of this assembly, we examine the events of his past life vision.
- Outcome: Upheld (90-0)
Judgement 206
- Assembly: Marcher
- Raised By: Sam Wych
- Judgement: We, the Marchers Assembly, call Hal Talbot, new Senator for Mitwold, to inquisition to discuss his motivations and ambitions regarding his position. Whenever he can late Friday, Community Hall.
- Outcome: Upheld (118-24); Margin of 94
Judgement 207
- Assembly: Vigilance
- Raised By: Sam Wych
- Judgement: I elect the proxy Inquisitor of Vigilance, Alistair of Esther's Sanctum, to inquisit my actions regarding Hugh Farrier's inquisition. 10pm Saturday Marchers camp. Vigilance guide us.
- Outcome: Upheld (120-0)
Judgement 208
- Assembly: General
- Raised By: Lenarius Ankarien
- Judgement: As Imperial Inquisitor I call Kespoena of Urizen to inquisition to answer concerns about the Wanderer constellation and it's influence on the mortal soul. This will take place at the Autumn Summit.
- Outcome: Upheld without vote
Judgement 212
- Assembly: General
- Raised By: Rhubarb Ironwood, as Arcane Inquisitor
- Judgement: I call Arsenio, Grandmaster of the Golden Pyramid to speak about his lengthy career in magic, and involvement in magical events, big and small, and what it means for his soul.
- Outcome: Upheld without vote
Sanction
The following judgements of sanction were raised during the summit.
Judgement 23
- Assembly: Way
- Raised By: Morwenna Witheredrose
- Judgement: (Vindication) After much deliberation the Inquisitorial Court believes Sadogua has performed numerous virtuous deeds, but we cannot be sure if those deeds were deliberate and prosperous choices, or the product of his essential magical nature. We therefore challenge Sadogua to undertake a pilgrimage of spirit, and prove he can change his nature through deliberate and virtuous choice. If successful his case for Exemplardom will be incredibly strong. Should he require assistance in this task the Sevenfold Path of course stands ready to offer guidance.
- Outcome: Upheld (200-42); Margin of 158
Judgement 24
- Assembly: Way
- Raised By: Morwenna Witheredrose
- Judgement: (Vindication) Mud, rain, and a half dozen other fuck-ups have this vindication arriving seasons late with sincere apologies to Claudia Remys. Her only failing is that she allows the judgement of others to dull her own Pride. Of course people act weird around successful winter mages, few comprehend the realm properly and assume its foremost practitioners in some way foul. It is our job as more enlightened pilgrims to sing of our successes anyway, and in defiance of such pretenders find transcendent pride.
- Outcome: Upheld (154-0)
Judgement 45
- Assembly: Marcher
- Raised By: Sam Wych
- Judgement: (Penance) As you sow you shall reap. Brother Harvest. You have a year to redeem your evil ways. Accused Idolator and Murderer. A year in which you must reject hospitality. Refuse rest in spare rooms, church halls, and lofty barns. Stay vigilant outside, till you learn - what lesson? You shall know when you know. And when you have answered correctly, I will free you from this penance. If you do not have the answer in a year your throat will be cut and your blood will feed the next harvest.
- Outcome: Upheld with a Greater Majority (194-0)
Judgement 50
- Assembly: Vigilance
- Raised By: Sam Wych
- Judgement: (Penance) I charge Fintan with dedicating his full focus to his true ambition, to share the wisdom, encourage discussion and the promotion of the Way across the Empire. He must spend the next year ensuring the New Scions is a robust, vigilant organisation aware of the damage it has the potential to cause and equipped to forestall it. This must be done without an Imperial position. It is not my belief that his testimony is due to any failing on Virtue on his part. His journey has only just begun to the great legacy he will leave behind.
- Outcome: Upheld (158-66); Margin of 92
Judgement 54
- Assembly: General
- Raised By: Luca i Taziel i Riqueza
- Judgement: (Vindication) It cannot be said that Constanzi i Kalamar i Guerra is without Pride, and does not seek to inspire it in others. At her best, she is a testimony of Virtue, and (as well as this Prosperity can tell) lives and breathes it. But we are not always at our best. Sometimes it is hard to untangle the Virtue from the politics, politics which in this case have long since passed the point of being sleeping dogs who need to lie. But, during her inquisition when discussing what had happened in elections long gone, I believe her actions spoke to her. They spoke of a distance, between Constanza at her best and Constanza as she has acted. The Labyrinth can forgive a mistake, as long as it is one we learn from, and I trust it is a lesson she will carry forward as she and her Assembly move on, whatever those next steps may be. A formal Penance is unwarranted, Constanza reach her own verdict within the Inquisition. It is up to her to live up to her best.
- Outcome: Upheld (962-32); Margin of 930
Judgement 108
- Assembly: Prosperity
- Raised By: Luca i Taziel i Riqueza
- Judgement: (Vindication) Having spoken to debtor and debtee alike I can find no failing of Prosperity in the deal between Freeborn senators and Words, Numbers, Figures, Knots, and Deeds. All met in trust and good faith.
- Outcome: Upheld with a Greater Majority (238-0)
Judgement 128
- Assembly: General
- Raised By: Lenarius Ankarien
- Judgement: (Condemnation) Belial of Ebon's Hold has admitted to excommunicating an Imperial citizen in an act of retribution (They confessed to me as Imperial Inquisitor). While they were motivated by Loyalty to their fellows, and not fully aware of the implications of their actions, this is still an abuse of priestly powers.
- Outcome: Upheld (1058-30); Margin of 1028
Judgement 144
- Assembly: Varushkan
- Raised By: Yevanshka
- Judgement: (Penance) Following Sławomir's inquisition into Desilav, the senator for Volodmartz in Winter 385, he finds that although Desilav is clear in his selfless need to do what is necessary to protect Varushka, he is failing dramatically in the understanding and enacting of the Empire's ultimate destiny. To cede land permanently subverts the purpose of the Way to encompass all of creation. He is committing Senate to make an oath they cannot keep, putting everyone at risk. I declare his penance to be a freezing brand to ensure he does not forget this lesson and aiding those who have been freed by the Empire's expansion, so he does not forget why the Empire strives forwards. Should he fail to uphold this, a stronger curse shall be called down and his revocation put before Varushka NA.
- Outcome: Upheld (86-12); Margin of 74
Judgement 158
- Assembly: Dawnish
- Raised By: Earl of Fools
- Judgement: (Penance) Dame Aurum, a rift has been formed thus a rift must be healed. Two tales lay before you; you must choose. Villany with Aura, perhaps of hate or Virtuous would be hero of Dawn. For a year you must choose and convince me.
- Outcome: Upheld (160-0)
Judgement 160
- Assembly: Way
- Raised By: Morwenna Witheredrose
- Judgement: (Castigation) While facilitating the inquisition run by Tunic of the Barrens I asked Vesna to choose between enlightenment for the world and the Empire. She chose the Empire. This, along with an uninspiring commitment to the "virtue of the hearth" over every other kind of virtue, speaks to a lack of conviction and a mediocrity of faith. The Empire serves virtue, not the other way around. The Way assembly calls on the throne to remember this, striving for enlightenment for all, not a scant Imperial minority.
- Outcome: Not Upheld (124-124)
- Notes: Custodian of Virtue was used on this judgement
Judgement 179
- Assembly: Loyalty
- Raised By: Rinnah of the Shattered Tower
- Judgement: (Vindication) Following the revocation of Acseh of the Sentinels Tower as general after blind faith and a lapse in virtue led to her dedication to purity she volunteered to undertake penance. Under the guidance of Keziah of the Suns of Couros she has undertaken acts of penance, pilgrimage, and study. For the last year she has worked tirelessly so she can never be led astray again. Veikko Bondforger and I inquisited her in Winter 385 as to her rehabilitation and penance and she is no more a risk to virtue then any other Imperial citizen. The loyal raise each other up.
- Outcome: Upheld (204-46); Margin of 158
Judgement 192
- Assembly: General
- Raised By: Ardens of the Wanderer
- Judgement: (Vindication) After inquisiting Elagabala, it is my considered view that she is truly a virtuous soul, who would be a strong Grandmaster of the Sevenfold Path in the future. Should she gain the role, I would ask that she concentrate on developing the tools the Order needs to protect magician's souls and how to leverage the Synod to this goal.
- Outcome: Upheld (98-24); Margin of 74
Judgement 193
- Assembly: Freeborn
- Raised By: Azir i Shartha
- Judgement: (Castigation) Ramos took a contingent of kohan and marched on the dhomiro's meeting with the intention of killing some or all of the participants. Only the courage of those barring the way whilst the situation was deescalated prevented a massacre. A defence of vigilance is undermined by a lack of credible evidence presented regarding any potential threat. A defence of wisdom is undermined by the fact that neither Ramos nor any under their command knew which individuals within presented that threat. A defence of loyalty is undermined by the fact that several of those that may be slain were those with whom Ramos claims to share a bond. I fund this action wholly unvirtuous. Wholesale violence against our own has no place in Freeborn affairs.
- Outcome: Upheld (80-18); Margin of 62
Judgement 195
- Assembly: Loyalty
- Raised By: Kellin Embercast
- Judgement: (Penance) Rhisiart Dancewalker attended inquisition in the company of his thornborn, and seemed to be wholly convinced of his heart's loyalty to Navarr. He made it clear that he does not see a distinction between Blackscar, Navarr, and the Empire. I commend his dedication to his kin, and theirs to him. However, in this time of great change for Navarr, I feel that he needs to consider the distinction between family, banner, nation, and Empire. I ask him to consult a priest of every nation on this matter, and report his findings to me before next summer's summit.
- Outcome: Upheld (230-0)
Judgement 196
- Assembly: Loyalty
- Raised By: Kellin Embercast
- Judgement: (Penance) Aerowen Embercast displays her virtue openly, but clearly struggles with Pride. She should remember that her striding cares for her deeply, and that she needs to open her heart to them. I ask her to spend some time with a guide of Pride before the year is out, to hear their advice on kindling her own pride, and to report her findings to me once per season for the next year.
- Outcome: Upheld (159-0)
Judgement 198
- Assembly: Marcher
- Raised By: Father Edmund
- Judgement: (Vindication) Amberlain is a most Virtuous citizen, and her Loyalty to the Marches could not be more clear. Wherever she has fought she has sown Inspiration, and reaped victory for the Empire. I have recognised her Loyalty with a testimony of "Devoted Marcher", but she deserves far more. Bregasland Stands!
- Outcome: Upheld (146-0)
- Notes: The greater majority for this judgement was 159
Judgement 204
- Assembly: General
- Raised By: Lenarius Ankarien
- Judgement: (Penance) As Imperial Inquisitior, in the case of Finna of the Brass Coast I find the accusation that they have used excommunication inappropriately to be false. Despise some confusion over the exact effects it was a desperate situation and an attempt to deal with cursed Imperials who were close to death. Finna's attitude towards excommunication however is dangerously blasé and risks inspiring unvirtuous behaviour. As penance Finna must refrain from jokes, threats, or frivolous suggestions regarding the rite. Also they must stop tormenting Daigon of the Brass Coast.
- Outcome: Upheld (598-52); Margin of 546
Recognition
The following judgements of recognition were raised during the summit.
Judgement 4
- Assembly: General
- Raised By: Rafael Barossa d'Apulian
- Judgement: We recognise Amika Acciai, sixth child of the House of Steel, as an Exemplar of Ambition. He reached out to Rafael Barossa d'Apulian, seeking help with his goal to "engulf Asavea in a firestorm of change". Pilgrimage:Amika travelled to the Temple of the Way in Nemoria and studied there under Sumaash and Imperial priests. Benevolence: Amika turned his family estate into a safe haven for followers of the Way fleeing persecution by the Plenum. Salvation: Amika freed his family's slaves and taught them the Way. These pilgrims infiltrated other estates and spread the Way to the slaves there. Amika led the attack on the Tarquinius family estate, killing the oppressors there and giving his life for the cause. Inspiration: Amika's death inspired his cousin Alberto, who led the attack on the city of Marlien that freed all the slaves there, and started the wave of unrest that is currently crashing across Asavea.
- Outcome: Upheld (1610-162); Margin of 1438
- Notes: Amika Acciai will be added to the list of known exemplars
Judgement 5
- Assembly: General
- Raised By: Eevi of the Gadrai
- Judgement: Dogri Thulebane is an Exemplar of Loyalty. The signs are clear. Inspiration: Dogri's words inspired more than 200 fighters to stand with him in defence of Crow's Keep and Skarsind. in 385YE Spring, Dogri's story was added to Wintermark's Chronicle of Heroism as a national inspiration. Benevolence: Dogri opened Crow's Keep to all Skarsind winterfolk who did not want to leave. When the battle of Crow's Keep was lost, he ordered his followers to escape with their lives rather than lead them to their death. Miracle: Upon his death, a spontaneous aura of Loyalty manifested on the amulet he was wearing with no intervention from practitioners of Liao ceremonies. Legacy: Crow's Ridge is the region where Crow's Keep is found. After Dogri's stand, Crow's Ridge was taken by the Thule but the scars of Thulebane remain. Crow's Ridge is Dogri's legacy and for that legacy we have been granted an opportunity in 385YE Sumer to create an inspirational tomb for him, in his final resting place; the Sovevann, Kallavesa with true liao
- Outcome: Upheld (1751-464); Margin of 1287
- Notes: Dogri Thulebane will be added to the list of known exemplars
Judgement 20
- Assembly: Loyalty
- Raised By: Sufyan i Zuhri i Erigo
- Judgement: We recognise Alberto Acciai, Martyr of Marilen, as an Exemplar of Loyalty, with the following signs: Benevolence: Inspired by his cousin Amika, Alberto led a rebellion of slaves in the mines surrounding Marilen. Alberto was a vintner, and freed these slaves solely in pursuit of Virtue rather than riches. Inspiration: After the rebellion, Alberto led the liberated miners to the city of Marilen, where they took over the city and slew its rulers, resolving to destroy the two coming armies of the Plenum in Virtue. Salvation: In freeing these slaves, Albero was able to teach them and the people of Marilen the Way of Virtue and the use of liao, spreading our shared faith across the oppressed of the Archipelago. Legacy: Based on correspondence with Rafael Barossa d'Apulian, we know that Alberto could have fled. Instead, out of Loyalty to those he had freed, he gave his life to ignite Virtue across Asavea.
- Outcome: Not Upheld (288-68); Margin of 220
- Notes: A judgement of recognition in a Virtue Assembly requires a greater majority to be upheld.
Judgement 62
- Assembly: Loyalty
- Raised By: Maurice
- Judgement: This judgement seeks to recognise the exemplarhood of Persephone Sage-Fletcher, Captain of the Harpy-Eagles. In an act of inspiration, she founded this brotherhood of archers, promoting solidarity and esprit de corps, both internally and with the archers of other nations. In benevolence, she did not profit from so doing, but strove instead to uplift her comrades. Whenever one marches to safeguard one's comrades, that is a pilgrimage of loyalty. The Harpy-Eagles marched often, and she stood with her comrades every time. In Broceliande she died, fighting in the army's rearguard to buy time for the wounded to be seen to safety. She has a legacy of unity: in her name, houses Orzel, Tallstag, Mortere, Griffinsong, Renard, Summerstrong and many others marched on Broceliande, putting the vallorn to the sword and bringing back her body.
- Outcome: Not Upheld (186-124); Margin of 62
- Notes: A judgement of recognition in a Virtue Assembly requires a greater majority to be upheld.
Judgement 142
- Assembly: Loyalty
- Raised By: Rinnah
- Judgement: Doctor Tolame as demonstrated signs of Exemplar: Inspiration: Tolame helped anyone in need of healing and provided guidance on and off the battlefield, teaching me and others the art of healing. Pilgrimage: Tolame started learning how the way impacted his belief in the way, especially loyalty, upon his return home Tolame was dedicated to loyalty and started to learn how to heal the bodies and souls as a priest. Legacy: Doctor Tolame established the ministry hospital in Sybella Cross bastion which provides herbs to the Anvil Hospital needed for treatment. Benevolence: Doctor Tolame saved souls that were ensnared by the whispering gallery by making a deal, knowing he would be sentenced as a sorcerer, after the souls were released, Tolame made sure that the souls passed safely into the labyrinth. In conclusion, I firmly believe Doctor Tolame is indeed an exemplar of Loyalty.
- Outcome: Not Upheld (176-54); Margin of 122
- Notes: A judgement of recognition in a Virtue Assembly requires a greater majority to be upheld.
Writ of Consecration
The following Writs of Consecration were requested during the summit.
Judgement 30
- Assembly: Ambition
- Raised By: Estella Lucati
- Judgement: With the planned restoration of the Capodomus Cathedral in Sarvos, it is the Ambition of Prince-Bishop Estella Lucati di Sarvos - with the blessing of the Ambition Assembly - to consecrate the Cathedral with True Liao already granted to her by the Gatekeepers for the support given to newcomers to Anvil. May it become symbol of rebirth and new beginnings to Sarvos, the Empire and beyond.
- Outcome: Upheld with a Greater Majority (364-0)

Rewarding
The following judgements of rewarding were sought during the summit.
Judgement 19
- Assembly: General
- Raised By: Rafael Barossa d'Apulian
- Judgement: Silver Tongue of Virtue is a Night ritual created by Nathair Autumngale that swells Congregations by encouraging the passion of its members. It is a valuable tool in spreading the Way. Rafael Barossa d'Apulian had this ritual codified in the Loom of Spells at an equivalent cost of 5 Thrones and 10 rings, and then paid the 10 Thrones to have it entered into Imperial Lore so Virtuous magicians could master it and easily cast it on willing priests. We reward Rafael Barossa d'Apulian 15 for these actions.
- Outcome: Upheld (1038-256); Margin of 782
- Notes: Silver Tongue of Virtue is a Night ritual that affects congregations
Judgement 47
- Assembly: General
- Raised By: Eska Harakkadottir
- Judgement: I request a rewarding of 6 thrones from the virtue fund to be given to Merolf, Captain of the Militia, for dispersal to those in the militia who worked on the Brighteyes case (investigating and making arrests following the Netherwatch coven's casting of Bright Eyes Gleam in the Depths). This enormous undertaking was diligently performed with Vigilance, Courage, and Ambition, proving the militia are a credit to the Empire. It must be noted, the militia are not paid for their services. This is an embarrassment to the Empire's Pride and Prosperity. Let this be the first step in correcting this oversight.
- Outcome: Upheld (845-264); Margin of 581
Judgement 61
- Assembly: General
- Raised By: Albrecht von Holberg
- Judgement: It is prosperous both that no magic should go unused, and that the deserving should be rewarded with all that is worthwhile. The Sumaah Republic have requested access to two rituals in Imperial Lore, both of which enhance fortifications, to aid them in the ongoing war against the institution of slavery. To create these ritual texts to be shared, the sum of ten thrones each is required. The Synod awards Albrecht von Holberg of the Temple of Nine Fingers ten thrones to assist in funding the dissemination of the requested ritual texts.
- Outcome: Upheld (1068-246); Margin of 822
Judgement 66
- Assembly: General
- Raised By: Sebastiano
- Judgement: When the Cold Sun threatened his people Ostrik Vulpe, last Keeper of Berislav's Rest, drew a line in the snow. He sacrificed coin, mana, blood, and f finally the mines and title to Berislav's Rest. Through these actions was the Cold Sun army The Shepherds of Ash destroyed. Let there be no mistake, this was an act of great virtue, one that has gone unheralded. But the Synod should recognise the sacrifice of a valuable tenured sinecure for the good of the Empire. Let us reward Ostrike Vulpe with 20 thrones to account for the loss in income, coin and mana. Let me be an example to all.
- Outcome: Upheld (596-340); Margin of 256
Judgement 78
- Assembly: General
- Raised By: Khan i Erigo
- Judgement: While fighting in the service of the High Exorcist, Kohan Gael i Guerra and Liovani i Erigo demonstrated loyalty in using their personal resources to ransom fellow citizens from an overwhelming opponent. I propose they each be reimbursed 1 throne to compensate them for this expense. 2 thrones total.
- Outcome: Upheld (1090-96); Margin of 994
Judgement 132
- Assembly: General
- Raised By: Iniska Ashwood
- Judgement: I seek a rewarding of ten thrones for Corwyn Spear of the Seven. In fighting the Cold Sun he has led skirmishes, paying out of his own pocket for rituals, supporting those who went on the skirmishes and led the defence of those who repaired the trods damaged by the Cold Sun. His Loyalty to the Navarr and the Empire is clear.
- Outcome: Upheld (574-158); Margin of 416
Judgement 148
- Assembly: General
- Raised By: Rhisiart Dancewalker
- Judgement: Virtue requires action, action requires courage. A hero has a name, Fintan Nighthaven. Fintan worked tirelessly to secure the relic of Brawnwatch, showing courage, vigilance, and ambition. But action requires prosperity, so deserves recognition and rewarding. Brawnwatch cost twenty thrones, to be recovered from the the Axou, so twenty thrones is sought for his virtue.
- Outcome: Upheld (702-198); Margin of 504
Special Considerations
The following considerations should be borne in mind when bringing judgements before the Imperial Synod during the Spring Equinox.
Assembly | Consideration | Link | Duration |
All Assemblies | Statements that prioritise the greater good over personal loyalties are less effective. | Eyes of Loyalty | Ongoing |
All Assemblies | Statements that try to compel Loyalty will fail. | Eyes of Loyalty | Ongoing |
All Assemblies | Revocations and Excommunications for disloyalty to the nation or Empire risk causing dissent. | Eyes of Loyalty | Ongoing |
All Assemblies | Any mandate that does not pass with a greater majority will have limited or no effect on Urizen or Varushka. It is not impossible that a mandate might lead to a response in one of the two nations, but it won't lead to any immediate consequences for the people of the nation. | Urizen Link, Varushka Link. | Ongoing |
Alternative Mandates
