Overview

The Citizens' Voice has the power to propose a single motion to the Imperial Senate. Although the Voice is not a member of the Imperial Senate, they may propose a single motion to the Imperial Senate provided that they do so at the summit that the title was appointed.

The title was originally created at the Autumn Equinox 385YE. The title was ratified the following season by Emperor Vesna Borkovna Prochnost following her ascension to the Throne.

Responsibilities

The Citizens' Voice has no responsibilities and may use the authority granted by the title to propose any motion they choose. If the motion they proposed is passed then they are expected to be responsible for enacting the motion. For example, if the motion was a commission and it was missing any necessary details, they would be responsible for informing the civil service.

Powers

Proposal

Once during the summit where the title is appointed, the Citizens' Voice can propose a single Senate motion to the Imperial Senate. The motion is debated as if it were a motion proposed by a senator and then it is voted upon. It is subject to all restrictions and limitations of a motion proposed by a senator. The Throne is able to exercise their power of veto on the motion if they so wish. This motion does not require a second, nor is the Citizens' Voice able to second a motion.

Appointment

The Citizens' Voice is determined by auction by the Imperial Bourse. As an Imperial seat, any Imperial citizen may participate in the auction and hold the title.

The Citizens' Voice retains their title for a single season only; they must use the power of proposing a motion at the summit where they gain the title, otherwise it is lost. As an Imperial Bourse title, the position cannot be revoked by the Imperial Synod.
