To constrict the expansion to the Citadel of Highwatch to facilitate rooms for heralds of Zakalwe. Will be fully funded. Time limited opportunity that expired last season after Conclave thanked Zakalwe and voted to take up this opportunity we have been given a one season extension to begin construction. Will create the position Polemarch of Highwatch and will be elected annually by Urizen senators. Will provide vis and pearls to enchant an army attacking Druj.
