Statement of principle
The following statements of principle were presented to the assemblies of the Imperial Synod. TBC of these statements achieved a Greater Majority, meaning they will be distributed to appropriate assemblies.

Mandate
The following mandates were passed during the Summer Solstice. Where there are competing mandates, the one that passes with the largest margin is successful and all other competing mandates are considered to have failed.

- Judgement: All that is worthwhile is shared with those who deserve it. Let us open our doors to those Urizeni who have lost everything and give them a home until the day comes when they can return. We send Lina with 25 liao to bring those who have lost everything to Reikos where they can be given succor until the Druj menace is no more.
- Outcome: Upheld with a Greater Majority (521 - 20). Enacted. Urizeni refugees are offered sanctuary in Reikos.

- Judgement: As High Exorcist, I withdraw 7 Thrones from the virtue fund, pursuant to my duties. This is on the understanding that this reverts to a Senate stipend as soon as economically feasible.

Judgement 13
- Assembly: General Assembly
- Raised By: Genoveva Barossa di Tassato
- Judgement: The loyalty of the Generals Barossa in creating and executing the strategy which prevented Morrow from being over-run by the Druj has been recognised by the Synod (Judgement 41 Winter 383) and the commission of a School of War has been proposed by Nares of Urizen in gratitude for their work. We wish to celebrate these virtuous acts by rewarding General Gabriel Barossa with 30 Thrones from the virtue fund on behalf of myself and General Natalia Barossa in order that one of the options presented by Nares may be built.

Judgement 17

- Raised By: Chauntecleeer Words
- Judgement: Further to the successful Judgement 7 last summit, a further 40 Thrones is sought by Chauntecleer to purchase the remaining materials reqired to construct a brokerage for the purposes of establishing a supply of liao to Surrani followers of the Way. We believe we should be seeing to ai them, reiforce their faith, and bring Salvation to others in the Confederacy. However, we are not blind to the political situation with our neighbours, and have already made a commitment to the Throne not to attempt to commission this work through the Senate without their approval. We would however suggest that were the brokerages to be built now, an the appointment of their overseer be via the Throne then their functioning could still await the Throne's discetion - but allow for their immediate utilisation without the elay from construction; should the situation with our neighbours change; for better or worse. Although not currently illegal to operate these facilities, we acknowleddge the spirit of te treaty and the inflammatory possibility of flaunting it. We counsel to be patient, but not to forget.

- Judgement: Civil war was averted and slavery was ended in Axos thanks, in part, to funds from the Synod virtue fund provided to the Overseer of the Cavabianca Docks. The Synod rewards 22 Thrones to the overseer to continue this work in other slaving nations.

Judgement 69

- Judgement: I would like it to be recognised how Abbott Thomas has shown his commitment to the virtues and how he has not used the Singing Caves for his own use and used it for the Marchers to enlarge the Drakes and the better of the Marches and upheld a deal with the orcs. I wish we can reward him with 4 Crowns.
