- The Captain is given leave to treat the Imperial Senate and Public Gallery as if they were their camp for purposes of the unwelcome visitor defence while the Senate is in session.

Constitution
The Constitutional Scholars point out that this is a Ceremonial title rather than an Imperial title because it "does not include a stipend or one or more legal powers of the Imperial state". One way to make the title Imperial in scope might be to assign a stipend to pay for equipment and sundries appropriate to their role, or monies could be disbursed to another individual with the intention that they provide specific weapons or armour to the Captain on an annual basis.
Several questions are raised by the creation of this title and procedural motions will be raised at the next Summit to address them. Does the Senate intend to appoint a Senatorial Guard overseen by the Captain, or is this the title for a single individual? If the Senate does intend to create a group of guards for the Senate is the ability to treat the Senate as home ground apply to all of them?
The Imperial Senate has given the Assembly of Loyalty the ability to revoke the Captain of the Senate Guard. The Constitutional Scholars point out that this is in addition to the ability of the Assembly of Nine and the General Assembly to revoke the title. The Senate can give additional assemblies the power to revoke a title, but they cannot create a title in such a way that they remove the ability of an assembly to revoke it.
