Overview
- Confusion existed over the way the powers of the Minister of Historical Research worked. Clarification was sought as to whether the Minister was required to pay the costs forresearch directly, or whether the Senate intended to provide he funds for each project.

- The Senate clarified that the Senate did not intend for the Minister of Historical Research to be given a stipend, nor to draw money directly from the Treaasury.
Constitution
The Constitutional Scholars point out that the Senate may still choose to provide some or all of the funds to the Minister of Historical Research on a case-by-case basis, but doing so would require a Senator to raise a motion to disburse funds. They also clarified how the powers of the Minister would be employed, and how the veto of the Imperial Synod or The Throne might be employed to prevent the use of those powers.
