Outcome

Once complete the City of Dreams will increase investment in the congregations of Miaren by one, providing a vial of liao and a dose of Goosewhisper Infusion each season; the archetype of Dreamspeaker will be established in Navarr; and the title of Dreamer's Guide will be available to appoint by the National Assembly of Navarr.
