Ritual texts should not be seized or destroyed, whether from the Grand Library of Canterspire or elsewhere

- Declaration: Conclave accepts Tharim's offer to strengthen the bonds on the Hall of Worlds; protecting Conclave, Anvil, and the Empire from heralds of eternals under enmity. His image will be displayed in Conclave, as part of this aagreement.

- Declaration: Conclave requests the creation of an Imperial title, to be appointed by Conclave, to identify sorcerers within the Empire, those who use magic to the detriment of the Empire, and who treat with eternals to the detriment of fellow Imperial citizens and to investigate those with an Imperial title appointed by Conclave, to ensure they are not becoming corrupt with power.
