• The declaration means that the orcs of the Lasambrian hills are foreigners under Imperial Law
• The Lasambrian orcs still control three regions of Segura, but they are expected to cede that land and withdraw into the Lasambrian hills on receipt of the wains of weirwood, mithril or white granite.
• An Imperial army will still need to claim the vacated regions for the Empire.
