Overview

A Navarr wayhouse is a large well-established wayhouse that has been built in a territory outside the Navarr nation. A wayhouse supports the stridings, serving as a place to rest and resupply. It's presence makes travel safer, boosting trade in the territory and allowing Navarr who live in that territory to benefit from communication, trade and support from the many stridings passing through.

As a result of the strengthened connections to the nation, Navarr resources in territories with a working wayhouse do not suffer the usual penalty for being located in a foreign territory. They benefit from any great works in the territory.

In addition, the Imperial civil service will formally identify the nearest Navarr territory to the wayhouse. Navarr citizens are eligible to vote for a senator as if their resources were in the linked territory.

Senate Commissions

The Imperial Senate can pass motions to commission a Navarr wayhouse. The territory, and region within that territory are neccessary details required before the commission can begin, along with the planned size (in wains) of the wayhouse.

A new Imperial title is automatically created to oversee the operations of the wayhouse and to be responsible for its safety and for the safety of its patrons. All wayhouses generate a small bounty of wealth which forms part of the sinecure income for the position. How the title is appointed forms part of the necessary details of the motion.

Benefits

Wayhouses provide a set of benefits once complete.

Boost Taxation

  • Boosts taxation by 1 throne

The first wayhouse built in a territory outside the Navarr increases Imperial taxation in that territory by one throne. Commissioning more than one wayhouse in the same territory does not provide any further increase in taxation.

Support Navarr Characters

  • Civil service can find Navarr characters a new resource in a territory with a wayhouse for the standard cost
  • Navarr resources in the territory do not suffer any penalty for being in a foreign nation
  • They gain the regular benefits of any great works in the territory
  • Navarr based in the territory are assigned a territory whose senator they can vote for

Once a wayhouse is complete, it allows Navarr characters based in the territory to remain in regular contact with other members of the Navarr nation making it easier for them to prosper. As a result, it is possible for the civil service to arrange for any Navarr character to take a new resource in that territory for the usual 2 crown fee, even though the territory is not part of the Navarr nation. That resource does not suffer the usual penalty for being located in a foreign territory.

Any Navarr resources in a territory with a wayhouse gain the regular benefits from any great work that is built there. They do not gain any special or unique benefits from the great work.

Navarr characters have no say over who is the senator for the territory they are in. Instead, they can vote for the senator for the nearest Navarr territory as if their resource as based there instead. To avoid any doubt or error, the Imperial civil service identify and publicize which territory this is, so that Navarr in the territory with the wayhouse now when their election is happening.

Sinecure Income

A wayhouse provides a sinecure for the Navarr title associated with it. It is not possible to set the form this income takes, but the size of the benefit is dependent on the size of the wayhouse. The more wains are spent constructing the wayhouse, the larger the income, if it were a sinecure of equivalent size. The form the benefit takes will be determined by the dominant resources available in the territory.

Costs

  • Materials: Minimum 16 white granite and 6 thrones
  • Time: 3 months to construct

Limitations

  • Cannot be built in a region with the city keyword
  • Cannot be built in a Navarr territory
  • Provides no benefits if the territory does not have an active trod network
  • It is not possible for a motion to dictate what form the sinecure income will take

A Navarr wayhouse can only be constructed in an Imperial territory that contains a trod network that is not part of the Navarr nation. For example the Senate could commission a Navarr wayhouse in Ripose in Sarvos which is part of the the League but not in Miaren. In addition, it is not possible to build wayhouse in an urban area - they cannot be built in any region with the city keyword.

A wayhouse can be built anywhere, but they provide no benefits of any kind if the territory they are in does not have an active trod network which is connected to the other trods in the Empire.

The sinecure benefits provided by a wayhouse are set by the dominant resources available in the territory - it is not possible for the commission to dictate what form these benefits will take unless it is part of a specific opportunity.
