The Nations
I've shoved in a top-level page for the Nations.
This Layout
That left-hand menu is totally rewritable. As are the links in the top bar. As is the footer. All within the Wiki itself. See Help:Editing Empire Navigation. Want to add a page? See Help:Adding A Page.
Other Stuff
This isn't the Empire skin. This is a temporary base layer, just to get us up and running. Empire design elements will be laid over the top, if people are happy with these fundamental features. There are almost certainly bits that aren't styled properly at the moment, probably in Edit pages and the like - if you see anything obviously broken let me know.
