Constitution
When no limitations are placed on the extent or duration of Senate authorization to construct a fortification an army, the assumption is that the maximum possible limits apply; the senator may material for the construction up to a year after the motion is passed.

Outcome
- Skogei will be partially fortified.
Partial fortification does not confer a military advantage. It would be sufficient to offer a reasonably secure base of operations from which to plan the re-integration of Skarsind into the Empire, but not sufficient to class as a separate fortification.
It would require an additional 75 White Granite over three seasons to complete the fortification of Skogei, once the initial preparations are complete.
