Overview
The Imperial Senate governs the Empire, and its authority extends to all areas of Imperial life not already covered by the other houses of government. Each summit the senators meet several times to deliberate and vote on the motions they have raised.
After the summit the civil service enact those motions, and ensure a public record of each is made available to the citizens of the Empire. This page lists all the motions raised during the summit, along with the announcements made by citizens with Imperial titles. In each case, the motion and its effects are summarized including the wording; who proposed and seconded it; whether it passed or not; whether any funds were disbursed to support it; and what the outcome of the motion will be.
Many motions (especially the commissions) also have a Further Details section that provides a link to a wiki page dealing specifically with that motion in more detail, any commentary from the Constitutional Court, progress on commissions, or expanded information about the outcome of the motion.
Following the mandate enacted by Luca i Taziel i Riqueza after the Winter Solstice 385YE the number of commissions available has been reduced as the faithful have been convinced to withdraw their labour. This will continue until either the Imperial Senate uses a motion to assign fines from the magistrates to the Virtue fund or the Prosperity Assembly uses a clearly worded Statement of Principle upheld with a greater majority to encourage the faithful to once again take up their tools. Elect Imperial Consul
- Motion: Election of Imperial Consul.
- Proposed: Speaker of the Senate
- Notes: The title of Imperial Consul will be appointed at the Friday Senate session
Elect Minister of Historical Research
- Motion: Election of the Minister of Historical Research.
- Proposed: Speaker of the Senate
- Notes: The title of Minister of Historical Research will be appointed at the Friday Senate session
Assign Madruga
- Motion: Assign Madruga
- Raised by: Speaker of the Senate
- Notes: This motion will be brought during the Saturday evening session unless a Senator raises an earlier motion to assign the territory.
Redefine Advisor on the Vallorn
The following three motions will be brought on Saturday evening session, in an order chosen by the Speaker of the Vallornguard. If an earlier motion passes, the others will be withdrawn. If none of the three pass, then the position of Advisor on the Vallorn is no longer able to be appointed.
- Motion: To reassign the title of Advisor on the Vallorn, making it an Imperial title appointed by the Vallornguard sodality. The title would no longer be responsible for protecting the Great Library of Hacynian; this duty will instead be transferred to the Singer of the Silence.
- Raised by: Speaker of the Senate
- Notes: If this motion passes, the Advisor on the Vallorn becomes an Imperial title appointed by the Vallornguard and the Singer of the Silence becomes responsible for protecting the Great Library at Hacynian. The Advisor would retain the power to address the Senate and could be given additional powers, such as address the Military Council.
- Motion: To amend the title of Advisor on the Vallorn, to remove the ability to address the Senate and the responsibility to advise the Senate and protect the Empire. The title will instead gain the power to address the Vallornguard, and the responsibility to advise the sodality in their mission.
- Raised by: Speaker of the Senate
- Notes: If passed, the title holder would gain the power to make a single, short address during a formal meeting of the Vallornguard each summit, even if not themselves a member. They would remain custodian of the Great Library of Hacynian and appointment by Navarr Senators.
- Motion: To amend the title of Advisor on the Vallorn, removing its power to address the Senate and its responsibility to advise the Senate and protect the Empire. The title will be renamed Custodian of Hacynian, and its sole responsibility will be the oversight and protection of the Great Library at Hacynian.
- Raised by: Speaker of the Senate
- Notes: The renamed Custodian of Hacynian will remain a Navarr Senator appointed title and a respected authority on the vallorn and the history of Terunael, but will hold no legal powers. Their duties will focus entirely on safeguarding the Library and the invaluable lore it contains.
Establish the Cat's Graces
- Motion: Create the Imperial Sodality of The Cat's Graces. The sodality is dedicated to art and music. It holds the following to be true: Arts are for everyone to enjoy, no matter their skill; Virtue demands that we give a space for joy as well as for work; The value of a nation is judged by its culture as much as its might. The sodality therefore exists to: To promote and encourage the arts and creatives in Anvil and across the Empire; To encourage all people and nations, within and outside the Empire, to teach each other through their art; To hold social events to enjoy and promote the arts in Anvil and outside it. The symbol of the sodality is a cat holding a scroll. The Imperial title 'Maestro' will be elected by the sodality, with the responsibility to represent the Cat's Graces views to other parts of the Empire, to recruit new members, and to advance the sodality's goals and the members' interests.

Establish the Artisans Guild
- Motion: Create the Imperial Sodality of the Artisans Guild. The Imperial Artisans Guild holds the following to be true: Artisans and the items they create are valuable strategic resources for the Empire; Artisans deserve to be compensated fairly for their craft; Artisans are the citizens best placed to make decisions that affect artisanry. The Artisans Guild therefore exists to: Provide aid and guidance on artisanry across the Empire; Support and coordinate the efforts of artisans in the creation and innovation of magic items; Represent the Empire's artisans and support opportunities for them within our borders and beyond. The symbol is an anvil with the Xun rune. The title of Guildmaster of the Artisans will be amended to be elected by the sodality, and gain the responsibility to represent the Artisans Guild's views to other parts of the Empire, to recruit new members, and to advance the sodality's goals and the members' interests.
