Construct Zemress seminary

To construct a new seminary to celebrate the life of the exemplar Zemress and to welcome pilgrims from around the world with the help of Prince Jonah von Holberg of the Printer's Guild. This is a self-funded build.

15 wains of white granite contributed by the Sumaah Republic after the Spring Equinox 383YE.

While materials have been gathered, the motion to create the seminary will still lapse at the start of the Winter Solstice 383YE if it has not been completed.
