Construct Starlight Drift of Shimmering Snow

To create the Sinecure “Starlight Drift of Shimmering Snow”, to produce Mana in Zenith

Proposed by Zenith, seconded by Redoubt

10 wains of mithril and 2 thrones supplied by Cato, senator for Zenith after Autumn Equinox 378.

When complete, the sinecure will automatically create the title of Custodian of the Starlight Drift.

Sinecures are life-time appointments.
The title will be a National position, appointed by unanimous decision of the Senators for Urizen.
The title will be able to be revoked by the Urizen assembly, the General assembly and the Assembly of nine.

+I think "Custodian" is a better title for this than Seer personally if that is ok. We had no plans for an particular responsibilities other than collecting the mana produced by the Sinecure. Ideally it is for the benefit of the nation, but we're not intending to do anything to compel that to be the case.
+Location wise I was thinking Occursion, somewhere near Endsmeet. As for how it produces mana, I was thinking something along the lines of a cliff face with crystals that "twinkle" and "shimmer" focusing mana into a form that can be collected. I'm sure you guys can produce something far better descriptively then I can along those lines.
