However regardless of what powers the Senate has chosen to vest in the office, most visitors will assume that the ambassadors words carry the weight of the Empire and respond accordingly. An ambassador may not be able to declare war on behalf of the Empire - but history has shown that they can cause a foreign nation to declare war on the Empire - if suitably provoked.
