Partial fortification does not confer a military advantage. It would be sufficient to offer a reasonably secure base of operations from which to plan the re-integration of Skarsind into the Empire, but not sufficient to class as a separate [[fortifications|fortification]].
 
It would require an additional 75 White Granite over three seasons to complete the fortification of Skogei, once the initial preparations are complete.
