Enlarge the Highborne army the Seventh Wave.

To enlarge the Seventh Wave army, in line with the opportunity presented by the gathering of soldiers in Highguard.
Passed in principle.

50 wains of mithril and 100 Crowns provided by Cadeus of the Shattered Tower after the Autumn Equinox 382YE.
50 wains of mithril, 12 Thrones, and 4 Crowns provided by Cadeus after the Spring Equinox 383YE.
