	Any encounter with a likelihood of combat must request a ref (ie. players will be encouraged to start a fight, or meet hostile, armed NPCs.) It's also common to get a ref's help for casting rituals and delivering curses, but it's not a requirement. You may be able to log an effect yourself, or if someone wants to cast a ritual you're not prepared for it's okay to say you don't have the ability to process it.
