Overview

The Steward of the Ossuary is an Imperial title awarded to a citizen of Highguard. The motion to create the title was raised by Kish of the Flame Beneath the Earth, passed by the Imperial Senate in Winter 386YE. The Steward of the Ossuary is responsible for directing the bounty of the Grand Ossuary of Reikos when necessary. Responsibilities

The Steward of the Ossuary has a responsibility to oversee the Grand Ossuary in Reikos and to represent the affairs of the congregation owners of Reikos. In addition, if Virtue's Rest, or the Highborn who run the hostels, were to be threatened in any way, it would be the responsibility of the Exarch to deal with those threats.

Powers

Distribution of the Grand Ossuary

The Steward of the Ossuary can make an announcement in the Imperial Senate to distribute the bounty of the great work in response to an opportunity presented in a wind of fortune. This will almost always result in the production of the great work being removed from the congregation owners of Reikos for as long as the support continues.

No voting is possible by the Senate at this point, as the power had been delegated to the bearer. The General Assembly of the Imperial Synod may choose to exercise their veto over the Steward's announcement.

Appointment

This title is appointed during the Spring Equinox. The Steward of the Ossuary is appointed by citizens of Highguard who control congregation personal resources. The larger the congregation an individual has, the more votes they can allocate in support to a candidate. The voting is handled by the civil servants in the Bourse.

Only a Highborn citizen may hold the title. They do not receive a seat on the Bourse. As a title appointed through the Bourse they cannot be revoked by the Imperial Synod.
