Correction
The implementation of this motion was affected by accounting and processing errors by the Civil Service, which delayed the correct accounting of the Summer Solstice shipment of white granite and incorrectly stated that the construction could not be completed in time due to the year required. In fact a Senate commission has a year to begin construction from the date it passes, not a year to complete construction.
