Amend powers of Imperial Fleet Master

To amend the title of Imperial Fleet Master to include the authority to treat with the Grendel as an Ambassador of the Empire. This will include the powers to address the Senate once per season, to receive delegations, to negotiate treaties, to make and receive payments on behalf of the Empire, and to receive appropriate briefings on the Grendel from the Civil Service.
